In a significant step towards advancing women’s economic empowerment and skills development, Pakistan Bait-ul-Mal (PBM), National University of Technology (NUTECH), and the National Vocational and Technical Training Commission (NAVTTC) have signed Memorandums of Understanding (MoUs) aimed at enhancing the quality and effectiveness of vocational training programs for women across the country.
The signing ceremony was held here at the PBM’s Headquarters and was attended by senior leadership from all three institutions. The MoUs were signed by Managing Director PBM Senator Captain Shaheen Khalid Butt, Rector of NUTECH Lieutenant General (Retd.) Moazzam Ejaz, and Executive Director of NAVTTC Muhammad Aamir Jan. Other participants included Brigadier (Retd.) Muhammad Tahseen Arif, Brigadier (Retd.) Salman Zafar, Brigadier (Retd.) Maqbool Ahmed, Air Commodore Nadeem Khalid, Engineer Muhammad Aleem from NUTECH University, and Professor Dr. Muhammad Zeeshan Danish, Director General of Pakistan Bait-ul-Mal, along with senior officials of PBM.
Under the partnership, NUTECH’s Board of Technical and Professional Education (NBTPE) and a team of technical experts will support the modernization of 165 Women Empowerment Centers operated by Pakistan Bait-ul-Mal nationwide. The collaboration will focus on aligning training programs with contemporary market demands, introducing standardized curricula and a uniform and third-party examination systems, and ensuring the issuance of nationally recognized certifications to the graduates.
Speaking at the ceremony, Senator Captain Shaheen Khalid Butt emphasized that empowering economically disadvantaged women through vocational training and market-relevant skills remains a key priority for Pakistan Bait-ul-Mal. “This partnership represents an important milestone in our efforts to enhance the quality of training offered at Women Empowerment Centers and to create sustainable livelihood opportunities for women. By adopting internationally aligned standards, structured assessments, and accredited certification mechanisms, we aim to equip women with the skills needed to become financially independent and contribute meaningfully to the economy,” he said.
Managing Director PBM further highlighted the Government of Pakistan’s commitment to women’s empowerment and digital transformation in the light of Prime Minister’s Uraan Pakistan initiative. He noted that expanding access to technical and vocational education, alongside self-employment opportunities, will help address unemployment and enable women to access both domestic and international labor markets. He also acknowledged the efforts of the Director General Prof. Dr. Zeeshan Danish and his team for orchestrating the partnership.
Lieutenant General (Retd.) Moazzam Ejaz, Rector of NUTECH University, commended Pakistan Bait-ul-Mal’s efforts to support vulnerable and underprivileged segments of society. He reaffirmed NUTECH University’s commitment to providing technical expertise and educational support to strengthen the Women Empowerment Centers. “Alongside conventional vocational training, the integration of digital skills is essential for preparing women to meet the demands of the future workforce. NUTECH will extend full cooperation to ensure these centers operate in accordance with modern educational and industry standards,” he stated.
The Rector also offered NUTECH University’s support in enhancing the professional capacity and skills of Pakistan Bait-ul-Mal employees through specialized training initiatives.
Executive Director NAVTTC, Muhammad Aamir Jan, highlighted the importance of institutional collaboration in maximizing impact and resource efficiency. He noted that the partnership aligns with the Prime Minister’s vision of fostering coordination among organizations working toward common development objectives. He said this collaboration will improve service delivery, optimize resources, and generate sustainable long-term outcomes. Graduates of the Women Empowerment Centers will be integrated into the National Skills Portal, enabling better workforce mapping, employment planning, and linkage with market opportunities. Mr. Aamir Jan further shared that NAVTTC has already implemented a state-of-the-art curriculum and a standardized examination framework. As part of ongoing efforts, 138 of Pakistan Bait-ul-Mal’s 165 Women Empowerment Centers have been registered with NAVTTC, enabling trainees to receive NAVTTC-certified qualifications under a unified quality assurance system.
The partnership underscores a shared commitment to promoting women’s socio-economic inclusion, enhancing workforce readiness, and expanding access to quality technical and vocational education across Pakistan.
