Chairman Senate Syed Yousaf Raza Gilani Presides Over Meeting of PIPS Board of Governors, Highlights Institute’s Global Recognition and Parliamentary Capacity Building Achievements

Chairman Senate of Pakistan Syed Yousaf Raza Gilani, in his capacity as President of the Board of Governors of the Pakistan Institute for Parliamentary Services (PIPS), presided over an important meeting of the Institute’s Board of Governors held in Islamabad.

The meeting was attended by Deputy Speaker National Assembly Syed Ghulam Mustafa Shah, Speaker Provincial Assembly of Balochistan Abdul Khaliq Khan, Speaker Punjab Assembly Malik Muhammad Ahmed Khan, Speaker Sindh Assembly Syed Awais Qadir Shah through Zoom, Members of Senate and National Assembly, Speakers of Legislative Assemblies of Azad Jammu and Kashmir and Gilgit-Baltistan, senior leadership of the Senate and National Assembly Secretariats, and Executive Director PIPS.

In his welcome address, Chairman Senate warmly welcomed all distinguished participants and appreciated the valuable contributions of previous and present members of the Board in strengthening the role of PIPS as a premier parliamentary institution of the country. He particularly acknowledged the inclusion of MNA Sher Ali Arbab as a new member of the Board and expressed confidence in his constructive contributions.

Chairman Senate highlighted that PIPS has achieved a major international milestone by becoming a founding Steering Committee member of the Global Network of Parliamentary Training Institutes alongside five other countries during the inaugural conference organized under the auspices of the Inter-Parliamentary Union in Accra, Ghana on March 24, 2026. He further informed the participants that PIPS has also been selected by the IPU to host the Second Global Conference of Parliamentary Training Institutes from February 3 to 5, 2027, describing it as a matter of great pride for Pakistan and a recognition of the Institute’s growing international stature as a center of excellence for parliamentary research and training.

The Chairman Senate stated that since July 2025, PIPS has organized extensive orientations, workshops, seminars and roundtable discussions benefiting more than 540 parliamentarians and 798 officers, while technical expertise and parliamentary support services were provided to over 525 Members of Parliament. He noted that during this period, the Institute conducted more than 50 professional events, produced 224 research papers, published three books, and extended specialized technical assistance to the Public Accounts Committee during over 28 meetings relating to audit analysis and scrutiny.

He further observed that PIPS actively engaged civil society, academia, students and the public through parliamentary studies initiatives involving over 918 participants, thereby promoting democratic awareness and parliamentary understanding among different segments of society.

Chairman Senate also appreciated the Institute’s efforts in conducting specialized training programs for provincial legislatures, including preparatory training on organization of international conferences and parliamentary protocol for officers of the Sindh Assembly ahead of the historic CPA Conference. He further acknowledged hands-on practicum training for library staff of Balochistan and Sindh Assemblies, as well as professional development courses for officers of the Senate, National Assembly and Provincial Assembly of Khyber Pakhtunkhwa under the National Parliamentary Development framework.

He lauded the efforts of the Executive Director PIPS for facilitating the inclusion of all Provincial Assemblies, Legislative Assemblies of AJK and Gilgit-Baltistan, and PIPS itself in the Senior Management Course and National Management Course under the auspices of the Establishment Division, enabling officers in BS-19 and BS-20 to benefit from advanced professional training opportunities. Chairman Senate expressed confidence that under the guidance of experienced legislators serving on the Board, PIPS would continue to proactively perform its mandated functions and further strengthen parliamentary democracy through innovative initiatives in legislative research, training and institutional development.

The meeting concluded with detailed deliberations on various agenda items presented by the Executive Director PIPS Asim Khan Goraya. The Board also approved proposed budget estimates for next financial year and also adopted the annual report 2024-25.
