Following the directives of Federal Minister for Communications Abdul Aleem Khan, the National Highway Authority (NHA) has decided to regulate commercial activities along national highways across the country. In a strategic move to increase revenue and ensure transparency, the NHA has invited tenders to outsource Right of Way (ROW) management, including the collection of NOC fees and annual rents from hotels and petrol pumps.
This initiative aims to foster public-private partnerships, creating new employment and business opportunities. The outsourcing process will strictly adhere to "PPRA Rules." Key regions include Karachi, Lahore, Peshawar, Quetta, and others along highways N-5 to N-80. Eligible firms with an annual net worth of PKR 300 million are invited to participate, with financial bids scheduled to open on February 25, 2026. This step aligns with Minister Abdul Aleem Khan’s vision to transform NHA into a self-sustaining entity, reducing the burden on the national exchequer.
