Pakistan–Philippines Discuss Cooperation on Migrant Workers on the Sidelines of Abu Dhabi Dialogue 2026

On the sidelines of the Abu Dhabi Dialogue 2026, H.E. Chaudhry Salik Hussain, Federal Minister for Overseas Pakistanis and Human Resource Development, held a meeting with H.E. Atty. Hans Leo J. Cacdac, Secretary, Department of Migrant Workers of the Philippines. During the meeting, the Chairman, Employees’ Old-Age Benefits Institution (EOBI), briefed the participants on Pakistan’s social security framework, including eligibility criteria, benefit structures, disbursement mechanisms, and the institution’s financial model. The Philippine side shared an overview of the pension and social security systems in place in the Philippines. Both sides expressed keen interest in studying each other’s models in greater detail and learning from relevant best practices.

The Philippine delegation also shared insights into its comprehensive pre-departure training model for migrant workers. H.E. Chaudhry Salik Hussain highlighted the role of the National Vocational and Technical Training Commission (NAVTTC) in vocational skills development and briefed the meeting on other key organizations operating under the Ministry, including the Overseas Pakistanis Foundation (OPF) and the Bureau of Emigration and Overseas Employment (BEOE). The Philippine side expressed interest in gaining a deeper understanding of the legal and regulatory frameworks governing these institutions.

Both sides agreed to maintain close engagement and to share further information on registration, training, and reintegration mechanisms for migrant workers, with a view to strengthening cooperation and benefiting from each other’s experiences.

Senior officials of the Pakistan and Philippines diplomatic missions in the UAE were also present during the meeting.
