Minister of
State and Chairperson BISP MNA Marvi Memon called on Chief Minister Balochistan
Nawab Sanaullah Khan Zehri on the directions of Prime Minister Shahid Khaqan Abbasi
to discuss the expansion of BISP’s organizational coverage in Balochistan that
was announced by the Prime Minister on August 19th 2017 while
addressing political leadership in Quetta.
The
meeting was attended by Minister Education Abdul Rahim Ziaratwal, Minister LGRD
Sardar Mustafa Khan Tareen, Minister Health Rehman Saleh Baloch, Minister
Labour Rahat Faiq Jamali, Minister P & D Dr. Hamid Khan Achakzai, Minister
S& GAD Nawab Muhammad Khan Jogezai, Minister Revenue Sheikh Jaffar
Mandokhel, Miniseter Sports Mir Mujeeb-ur- Rehman Muhammad Hassaani, Nasarullah

While
briefing the Chief Minister Zehri, Ms Memon said that BISP has made commendable
progress both in terms of expansion and improved service delivery during the
past four years of PML (N) government. It is high time to expand its operations
in Balochistan so that each deserving woman in Balochistan is catered for at
her doorstep. Currently, organizational coverage of BISP in Balochistan is
spread over six divisions that are Quetta, Kalat, Makran, Naseerabad, Sibbi and
Zhob Divisions. In these divisions, there are 38 effective offices that are
providing services to its 1,95,145 BISP beneficiaries.
She added
that BISP is processing the case for expansion to 25 additional tehsils in 16
districts and the proposed expansion would cater to 1,32,547 beneficiaries in
respective tehsils. BISP has submitted a proposal for expansion of BISP offices
and recruitment of employees against vacant seats in Balochistan to CM for
review and feedback.
CM
Balochistan acknowledged the services of Chairperson BISP and assured her of
full support from the provincial government. He said that establishing of BISP
offices all across Balochistan would facilitate its population and play an
important role in poverty alleviation. He appreciated that BISP financial
assistance is poverty based instead of being population based .Chairperson BISP
reassured that the same approach would continue as it ensures the coverage of
whole of unprivileged segment in Balochistan and the country as well.
Discrepancies
in 2010 survey as per international standards were discussed and it was agreed
that there is urgent need for a resurvey as BISP data is basis for various
federal and provincial welfare schemes like PMIFL, PMNHIS. The MPAs expressed
high satisfaction over the pilot phase of new survey carried out in Killa
Saifullah, Kech and Naseerabad. Chairperson BISP apprised them that the
resurvey in remaining districts would start in October 2017 at once.
The expansion
of BISP Waseela-e-Taleem (WeT) to four more districts in consultation with
Balochistan Education department came under discussion. It was finalized that
enrollment would start in Kohlu, Naseerabad, Killa Abdullah and Sherani from
March 2018. Currently 32,199 children are enrolled under WeT in
Balochistan, 2151 children in Awaran, 13,159 in Gwadar, 8,211 in Jhal Magsi,
3,037 in Loralai, 979 in Musakhel and 4,662 children are enrolled in Nushki.
Chairperson
BISP also apprised the CM that the payment mechanism of BISP stipends to
beneficiaries is being converted to BVS (Biometric Verification System). 43
districts have been converted to BVS till date out of which eight are in
Balochistan namely Kharan, Khuzdar, Qilla Abdullah, Qilla Saifullah, Musakhel,
sibbi, Zhob and Nushki. She added that payment mechanism would be
converted to BVS in all districts of Balochistan before the general elections.
Later, in her
meeting with Speaker Balochistan Assembly Rahila Durrani, Chairperson BISP
apprised her of the expansion plans of BISP in Balochistan. Azhar Khan
Khoso, Arifa Sidique, Samina Khan and Secretary Provincial Assembly Rehmatullah
were present in the meeting.
