PRIME MINISTER’S YOUTH PROGRAMME (PMYP) AND PHYSICIANS REVENUE GROUP (PRG) PAKISTAN SIGN LETTER OF INTENT TO ESTABLISH U.S. SECRETARIAT FOR HEALTHCARE SERVICES COOPERATION

Islamabad: October 22, 2026

During a high-level meeting held at the Prime Minister’s Office (PMO), a Letter of Intent (LOI) was signed between the Prime Minister’s Youth Programme (PMYP) and Physicians Revenue Group (PRG), Pakistan. The LOI aims to establish the PMYP United States Secretariat for Healthcare Services Cooperation in the United States, marking a step towards strengthening Pakistan–U.S. collaboration in healthcare services, youth employment, and skills development.

The signing ceremony was witnessed by Chairman of the Prime Minister’s Youth Programme, Rana Mashhood Ahmed Khan. The ceremony was attended by Dr. Shahbaz Shamsi, Director General, PMYP, and Mr. Mansoor Ahmed, Chairman and CEO of Physicians Revenue Group, Pakistan, alongside other officials and representatives.

The proposed Secretariat will serve as a coordination platform connecting Pakistani institutions with U.S. healthcare providers, universities, professional bodies, industry stakeholders, and members of the Pakistani-American medical community. It aims to foster institutional partnerships, facilitate knowledge exchange, and create new opportunities for Pakistani youth in healthcare administration, medical and dental billing, revenue cycle management, care coordination, and healthcare technology.

The Secretariat is envisioned as an inclusive platform serving the broader healthcare and medical billing services sector, with opportunities for engagement with other institutions and stakeholders in both countries that share the objectives of the initiative.

The collaboration recognizes the significant opportunities presented by the U.S. healthcare market and Pakistan’s growing capacity to provide skilled healthcare support services. By connecting Pakistan’s young, educated workforce with international industry demand, the initiative seeks to promote productive employment, enhance professional development, and expand Pakistan’s healthcare services exports.

A key area of cooperation will be supporting the development of industry standards and regulatory frameworks for Pakistan’s medical billing and healthcare services sector, with a focus on alignment with applicable U.S. data protection, privacy, and compliance requirements. These efforts are intended to strengthen confidence among U.S. healthcare organizations and enhance Pakistan’s competitiveness as a provider of healthcare support services.

Under the proposed framework, a focal person and a Secretariat Coordinator will be appointed to ensure effective coordination. The two organizations will also establish a Joint Working Group to plan, monitor, and review the Secretariat’s activities and facilitate coordination with relevant Pakistani and U.S. institutions.

This strategic collaboration reflects a shared commitment to expanding international cooperation, strengthening Pakistan’s healthcare services industry, and creating sustainable economic opportunities for the country’s youth through skills development, professional engagement, and export-oriented growth.
