Prime Minister Muhammad Shehbaz Sharif’s Message on 21st National Resilience Day- 8th October 2026

Today, the entire nation observes the 21st National Resilience Day with solemn national resolve and pays heartfelt tribute to the victims of catastrophic earthquake of 8th October, 2005. The nation still mournfully remembers the precious lives lost in the unprecedented devastation caused by the earthquake. The nation also eulogizes the courageous and compassionate collective response in that tragic hour.

Pakistan stands as one of the most vulnerable countries subjected to the climate change, albeit minimal negative contribution in global greenhouse gases emissions. Recurring natural disasters like floods, earthquake, landslides, forest fires, pandemic and smog test our resolve and cost dearly on the meager resources.

This has become the saga of Pakistan resilience where we had been tested repeatedly and every time the nation stood firm and committed to learn from the previous experiences and demonstrate better performance and preparedness for next iteration in coordination with provincial governments, all related government institutions, private sector, and civil society.

Collective compassionate response of the resilient people of Pakistan in the wake of any calamity is part of our proud national character. Equally commendable are the diligent efforts by all related institutions of national disasters response, including armed forces, rescue services and local and global humanitarian partners.

The Government through National Disaster Management Authority (NDMA) is working to integrate advance technologies in the institutional response with more efficient early warning systems supported by reliable data-based analytics.

Today, resilience is no longer a choice, it is an imperative. As climate change-induced disasters become increasingly frequent and severe, we must ensure that climate resilience is placed at the heart of our development priorities. Climate-resilient development must, therefore, be firmly mainstreamed across public infrastructure, water and food security, urban planning, agriculture, livelihoods and development investments. Particular attention is thereof, being accorded to vulnerable communities and populations living in high-risk areas. Our focus is clear to anticipate risks before they become disasters, minimize losses and protect lives and livelihoods, while ensuring faster, more effective and resilient recovery and reconstruction.

The integration of climate information, satellite technology, geospatial data and scientific risk assessments is further enhancing our capacity to anticipate emerging risks, support timely decision-making, trigger early action and reduce the impacts of disasters on lives, livelihoods and critical infrastructure.

On this National Resilience Day 2026, the Government reaffirms the national resolve to move from reaction to anticipation, from vulnerability to preparedness, and from recovery to resilient development ensuring a safer and more climate-resilient Pakistan.
