PR No. 35 NACTA’s Briefing to Chief Minister Khyber Pukhtunkhwa on National Counter Extremism Policy Islamabad: September 8, 2017

A meeting on implementation strategy of National Counter Extremism Policy (NCEP) was held at Chief Minister Secretariat Khyber Pakhtunkhwa. National Coordinator NACTA and senior officers from NACTA’s Directorate of CVE briefed the Chief Minister Khyber Pakhtunkhwa upon the contours of the NCEP. Acting Chief Secretary KPK and IGP KPK along with other senior officers were also present in the briefing.

                NCEP aims to consolidate the recent decline in incidence of terrorism achieved through incessant law enforcement and military action against militants. Integrated efforts of all federal and provincial stakeholders for implementation of National Action Plan were emphasized as prime factors behind marked decline in terrorist incidents. The Chief Minister KPK was apprised that the policy was not formed in a vacuum rather a multi-disciplinary policy making model was followed wherein around 300 plus experts and stakeholders from various walks of life came together to share their input and recommendations towards elimination of extremism from our society.

                NCEP covers sensitive areas including service delivery, people’s engagement, education reforms, enabling environment, rehabilitation, reintegration and renunciation and also promotion of culture. An in-depth analysis of shades and causal factors of extremism is made regarding our society, which is also substantiated with an evidence base. Implementation of NCEP hinges on an integrated implementation approach wherein all departments of provincial governments will coalesce their efforts towards projects aimed at diminishing extremist tendencies. NCEP is a set of programmes in the six fields with an objective to build strong bond between state and citizenry, empowerment and inclusion of youth and marginalized elements, reforming educational streams including religious education and instilling an environment of openness and co-existence.

                CM Khyber Pukhtunkhwa appreciated the efforts and emphasized the urgency of implementation of the policy. CM KPK further highlighted the overall improved law and order situation in the province and urged that there is an emergent need to project the sharp decline in terrorist incidents in KP and across Pakistan. Tourism Department Government of KP has initiated multiple projects for promotion of tourism, which will help in improving the image of the province and the country as a prospective tourist destination. The Chief Secretary KP appreciated the integrated implementation approach envisaged in NCEP. He stressed that government has to work as a whole with the mission to root out the extremist mindset from our society in close collaboration with civil society. In future a NCEP Centralized Monitoring Unit is to be established at the offices of Chief Ministers to ensure that all provincial and federal agencies are working in close collaboration with each other. CM Khyber Pukhtunkhwa expressed hope that the NCEP is soon translated in to an implementable reality in province of KP and across the country.
