Bangladesh Civil Service Delegation Visits NDMA; Pakistan Showcases Proactive Disaster Management Capabilities and Early Warning Systems

A high-level Civil Service Delegation from Bangladesh led by Additional Secretary, Ms. Salmah Mahtab, accompanied by the Command and Staff Academy (CSA) of Pakistan, visited National Emergency Operations Center (NEOC) at National Disaster Management Authority (NDMA) Headquarters, Islamabad, to observe Pakistan’s advanced disaster management architecture, early warning systems, and proactive disaster risk reduction capabilities.

Chairman NDMA, Lt Gen Inam Haider Malik HI(M) in his opening remarks, underscored Pakistan’s commitment to strengthening regional cooperation in disaster risk management and emphasized the importance of shared learning and collaboration between friendly countries, particularly Bangladesh, in addressing emerging climate-induced hazards and transboundary disaster risks.

During the session, a detailed strategic appraisal of Pakistan’s disaster management framework was presented, highlighting the operational strength of NEOC, including trigger-based anticipatory action systems, national resource mobilization mechanisms, and international logistical support capabilities. The presentation also demonstrated how data-driven early warning dissemination and coordinated response structures enable timely decision-making and life-saving interventions during emergencies. Detailed presentations were also delivered on “Pak Disaster Lens 2026,” including validation of Early Warning System Phase-1 and projection of Phase-2 enhancements, followed by “Global Disaster Lens 2026,” highlighting comparative global practices and Pakistan’s alignment with international standards in early warning dissemination and risk analytics.

Recognizing the visiting officials as future decision-makers and key governance leaders of their respective countries, both sides engaged in constructive and forward-looking discussions on strengthening bilateral and regional cooperation in critical areas including early warning systems, joint search and rescue operations, capacity building, regional risk pooling, and the establishment of a global disaster resource network. The discussions reaffirmed the shared commitment of Pakistan and Bangladesh towards enhancing resilience, improving preparedness, and promoting proactive disaster risk management across the region.

The delegation also reviewed NDMA’s broader institutional frameworks and operational preparedness mechanisms, reflecting Pakistan’s continued focus on innovation, coordination, and international collaboration in disaster risk governance.

The visit concluded with an exchange of souvenirs and reaffirmation of mutual goodwill, marking a significant step towards deepening cooperation between Pakistan and Bangladesh in the field of disaster management.
