Federal Public Service Commission (FPSC) conducted the written part of the CSS Competitive
Examination 2026 at designated centers across the country, including the PPSC Examination
Halls, Johar Town, Lahore. Clear and advance instructions were issued to all candidates through
Admission Certificates, requiring them to report well in time and be seated at least 50 minutes
prior to the commencement of the paper. A Public Notice reiterating these instructions was
also published on the FPSC website prior to the examination.
Candidates who failed to arrive within the stipulated time were not permitted entry into the
examination halls. Three candidates who arrived late (Mr. Muhammad Abu Bakar, Mr. Haadi
Masuood, and Mr. Haris Zulfiqar) filed a Writ Petition No.769 of 2026 before the Islamabad
High Court, challenging the decision of FPSC regarding denial of entry to the latecomers.
The Court, after due consideration, held that the action of FPSC did not suffer from any
illegality, arbitrariness or discrimination and observed that the petitioners had failed to
comply with clearly communicated examination instructions. Accordingly, the petition was
dismissed for being devoid of merit.
FPSC reiterates its commitment to uphold the principles of merit, transparency and equal
opportunity for all candidates thus ensuring competitiveness of its selection processes.
