The Senate of Pakistan has released its Annual Report for Parliamentary Year 2025–2026, presenting a comprehensive account of the Upper House’s performance from 12 March 2025 to 11 March 2026. The report reflects a year of exceptional achievement across all dimensions of the Senate’s constitutional mandate, including legislative productivity, executive oversight, institutional strengthening, and an unprecedented expansion of parliamentary diplomacy. The reporting period is distinguished by the successful hosting of the inaugural Inter-Parliamentary Speakers’ Conference (ISC) in Islamabad, positioning Pakistan at the forefront of global parliamentary dialogue and cooperation.
During the year under review, the Senate convened twelve sessions (348th to 359th), alongside three Joint Sittings of Parliament. A total of 64 sittings were held over 112 working days, accumulating 158 hours and 53 minutes of proceedings. Combined with Joint Sittings, total parliamentary engagement reached 161 hours and 43 minutes, reflecting sustained and active legislative participation. Attendance remained strong, with a peak of 88 Senators recorded during the 355th Session and an average attendance of 55 Senators per sitting. Eleven Private Members’ Days were also held, ensuring space for non-government legislative initiatives.
The Senate demonstrated high legislative output, processing a significant volume of government and private members’ business. Seventeen Government Bills were introduced, with fourteen passed, while thirty-one additional bills received from the National Assembly were considered, resulting in a total of thirty-three bills passed during the year. Private Members’ contributions were equally substantial, with forty bills introduced and forty-four passed, underscoring the inclusive and participatory nature of legislative processes. Notably, the Constitution (Twenty-seventh Amendment) Bill, 2025 emerged as the most significant constitutional development of the year. A wide range of legislation covering national security, judicial reform, economic governance, human rights, media regulation, and social welfare further highlighted the Senate’s comprehensive engagement with national priorities.
The Senate maintained its critical oversight role through an active Question Hour, receiving 1,157 starred questions, of which 479 were answered on the floor of the House. Additionally, 85 resolutions were tabled, with 19 adopted—15 unanimously—demonstrating cross-party consensus on key national and international issues. A total of 119 motions were received, addressing pressing public concerns including economic performance, disaster management, and regional development, reaffirming the Senate’s responsiveness to citizens’ needs.
The Senate’s 38 Standing and Functional Committees held 346 meetings, totaling over 780 hours of deliberations, and presented 106 reports to the House. These committees played a central role in legislative scrutiny, budget review, and oversight of government performance. Key committees, including Finance and Revenue, Economic Affairs, and Interior, demonstrated particularly high levels of activity, reflecting the Senate’s focus on economic stability, governance, and internal security.
Parliamentary Year 2025–2026 marked a historic expansion in international outreach. The Senate facilitated 37 parliamentary delegations worldwide and actively participated in major global forums, strengthening Pakistan’s voice on issues such as climate change, peace, and sustainable development. High-level bilateral engagements and 43 diplomatic interactions further enhanced Pakistan’s parliamentary diplomacy, while new institutional partnerships and international memberships reinforced the Senate’s global standing.
The highlight of the year was the successful hosting of the inaugural Inter-Parliamentary Speakers’ Conference (ISC) in Islamabad from 10 to 12 November 2025. The conference brought together 153 delegates from 33 countries under the theme “Peace, Security and Development.” The event culminated in the adoption of the Islamabad Communique, outlining a shared commitment to dialogue, democratic governance, and inclusive development. Widely praised by international participants, the conference significantly enhanced Pakistan’s global image as a democratic and forward-looking nation.
The Senate Secretariat continued to enhance institutional efficiency through research, legislative support, and capacity-building initiatives. Training programs conducted by the Pakistan Institute for Parliamentary Services contributed to strengthening parliamentary expertise and professionalism. Enhanced media outreach ensured transparent and comprehensive coverage of parliamentary proceedings and international engagements, further reinforcing public trust and global visibility.
The Annual Report 2025–2026 reflects a year of remarkable achievement for the Senate of Pakistan. Through legislative excellence, rigorous oversight, and proactive global engagement, the Senate has reaffirmed its role as a cornerstone of democratic governance. The successful hosting of the Inter-Parliamentary Speakers’ Conference stands as a defining milestone, symbolizing Pakistan’s commitment to peace, cooperation, and international parliamentary leadership.
