Federal Minister for Board of Investment (BOI), Mr. Qaiser Ahmed Sheikh, attended the Spring Festival celebration marking the “Year of the Horse” as Chief Guest. The event was organized by China Media Group and the National Language Promotion Department in Islamabad.
Congratulating the Chinese government and people on the Year of the Horse, the Federal Minister stated that the horse symbolizes determination, strength, speed, and success—qualities that define China’s remarkable development journey.
Mr. Sheikh highlighted that China has achieved spectacular economic growth and development, lifting over 700 million people out of poverty through a sustained focus on education, industrialization, and inclusive policies. He emphasized that if Pakistan seeks long-term progress, it must learn from China’s commitment to education, economic planning, and national unity.
The Minister stressed the need for a Charter of Economy, urging all stakeholders to come together beyond political divides for sustainable national development. “When nations unite around economic stability and education, transformation becomes possible,” he said.
Sharing his personal inspiration, Mr. Sheikh noted that China’s progress motivated him to enter politics with the belief that one individual can contribute to meaningful change. He reiterated that education is the fundamental pillar of development, referencing the vision of renowned economist Mahbub ul Haq, who emphasized human development as the true measure of national success.
The Federal Minister shared his association with FAST National University and reiterated his mission to uplift underprivileged segments of society through quality education. He reaffirmed his commitment to transforming Chiniot into an “Educational Oxford,” ensuring access to modern education for deserving communities.
He observed that China’s temperament, discipline, and credibility have played a significant role in its development. “I have rarely seen a Chinese individual lose composure; their seriousness of purpose and work ethic are exemplary,” he remarked. He also noted that the cost of doing business in China remains highly competitive due to efficiency and streamlined systems.
Highlighting economic cooperation, Mr. Sheikh stated that Pakistan and China are iron-clad brothers who have always supported each other in times of need. He emphasized that cultural exchange strengthens bilateral trust and enhances economic collaboration.
The Minister underscored the importance of supporting Small and Medium Enterprises (SMEs), stating that funding SMEs generates employment and strengthens the national economy. He also called for increased investment in education as a strategic priority.
Referring to shifting global trade dynamics, Mr. Sheikh said that Chinese companies facing higher tariffs in certain markets could explore relocation to Pakistan. “This presents a win-win opportunity for Chinese businesses seeking cost-effective production and for Pakistan in terms of industrial growth, exports, and job creation,” he noted.
Concluding his address, the Federal Minister reaffirmed that the Board of Investment remains fully committed to facilitating Chinese investors, improving ease of doing business, and expanding Pakistan-China economic cooperation for shared prosperity.
