Ministry of Science and Technology Signs Landmark Health Insurance Agreement

Islamabad: February 12, 2026

A significant step toward strengthening employee welfare and institutional reform was achieved today as the Pakistan Standards and Quality Control Authority (PSQCA), an attached department of the Ministry of Science and Technology (MoST), formally signed a Health Insurance Agreement with State Life Insurance Corporation of Pakistan.

The signing ceremony was held at the Ministry of Science and Technology, Islamabad, and was chaired by the Federal Secretary, Ministry of Science and Technology, Mr. Shahid Iqbal Baloch, alongside Joint Secretary (Administration), Mr. Bilal Ahmed Butt, in the presence of senior officials of the Ministry.

The agreement was signed by Ms. Sayeda Zia Batool, Director General PSQCA, on behalf of PSQCA, and Mr. Muhammad Ashar, Divisional Head (Health), State Life Insurance Corporation of Pakistan, representing State Life.

This landmark agreement ensures structured and comprehensive health insurance coverage for PSQCA employees, reflecting MoST’s strong commitment to employee facilitation, transparency, and modern governance practices. By institutionalizing healthcare protection through a formal and transparent insurance mechanism, the initiative provides financial security, reduces uncertainty in medical emergencies, and enhances the overall well-being of employees and their families.

Addressing the ceremony, the Federal Secretary emphasized that a progressive scientific organization must prioritize its human capital. He noted that employee security and institutional transparency go hand in hand, and that structured welfare systems build trust, improve morale, and strengthen organizational performance. He appreciated the leadership of DG PSQCA and the collaboration of State Life in making this initiative possible.

The agreement represents not merely a welfare measure but a reform-oriented step toward embedding transparency, accountability, and standardized procedures within MoST’s attached organizations. It reinforces the Ministry’s broader vision of modernizing administrative systems while safeguarding employee interests.

The Ministry of Science and Technology also expressed its intent to explore the extension of similar health insurance arrangements to other attached departments and organizations under its administrative umbrella, ensuring equitable welfare measures across the Ministry.

This achievement marks an important milestone in MoST’s ongoing efforts to strengthen institutional integrity, employee support systems, and sustainable organizational development.
