Pakistan–Türkiye Scientific Cooperation Delivers Tangible Results, Sets Stage for Expanded Collaboration

Islamabad: February 11, 2026

A high-level delegation from the Republic of Türkiye met with the Federal Secretary, Ministry of Science and Technology (MoST), Mr. Shahid Iqbal Baloch, and senior officials to further advance bilateral cooperation in science, technology, innovation, and applied research.

The Turkish delegation was led by Mr. Muhammet Kas?m Gönüllü, Deputy Minister of Industry and Technology, and H.E. Mr. ?rfan Neziro?lu, Ambassador of the Republic of Türkiye to Pakistan. The meeting, held under the agenda “Scientific and Technological Cooperation between Pakistan and Türkiye,” underscored MoST’s success in transforming international cooperation into measurable scientific, industrial, and socio-economic outcomes, reinforcing Pakistan’s growing standing in the global science and technology landscape.

The expanding Pakistan–Türkiye cooperation in science and technology is being advanced in line with the vision of Prime Minister of Pakistan Muhammad Shehbaz Sharif and Federal Minister for Science and Technology Khalid Hussain Magsi, aimed at strengthening innovation-driven growth, industrial modernization, and knowledge-based economic development.

High-Impact Cooperation Areas

Both sides reaffirmed commitment to fast-tracking collaboration under existing frameworks:

• Halal Certification: PHA–HAK cooperation strengthening Pakistan’s global halal trade competitiveness.

• Legal & Scientific Metrology: MoST–Türkiye partnership enhancing Pakistan’s national quality and measurement infrastructure.

• Standardization: PSQCA–TSE collaboration supporting international market access through harmonized standards.

•* Joint Research*: PSF–TÜB?TAK partnership advancing cutting-edge scientific collaboration.

Joint Research Cooperation: A Flagship Success

The Pakistan Science Foundation (PSF)–TÜB?TAK collaboration, facilitated by MoST, was highlighted as a model of successful international research cooperation. Since the MoU signed in 2013, four joint calls have been launched, attracting 270 joint research proposals. To date, 33 high-quality joint projects have been funded across priority domains including energy, biotechnology, biomedical technologies, advanced materials, artificial intelligence, IoT, electric vehicles, food technologies, and oceanography.

These projects — completed, ongoing, and newly initiated — are strengthening Pakistan’s research capacity, developing skilled human capital, fostering innovation, and enabling knowledge transfer between the two countries.

Secretary Mr. Shahid Iqbal Baloch emphasized that MoST is systematically building international scientific partnerships that deliver results, support national development priorities, and connect Pakistani researchers and institutions with leading global innovation ecosystems. He noted that the Ministry’s coordinated approach has positioned Pakistan as a trusted and outcome-oriented partner for international scientific collaboration.

The Turkish delegation commended MoST’s institutional strength, continuity of engagement, and results-focused cooperation model, expressing strong confidence in expanding collaboration in emerging and frontier technologies.

Both sides agreed to further scale cooperation, launch new joint initiatives, and explore collaboration in advanced research, innovation ecosystems, technology commercialization, and science-based entrepreneurship, reinforcing the strategic Pakistan–Türkiye partnership.
