Prime Minister’s Youth Programme (PMYP), Voluntary Service Overseas (VSO) Pakistan, and BARGAD - Organization for Youth Development Sign Landmark Letter of Intent (LOI) to Empower 20,000 Youth Volunteers

A meeting was convened at the Prime Minister’s Office, Islamabad, marking the signing of a landmark Letter of Intent (LoI) between the Prime Minister’s Youth Programme (PMYP), Voluntary Service Overseas (VSO) Pakistan, and BARGAD – Organization for Youth Development; witnessed by Chairman Prime Minister's Youth Programme Rana Mashhood Ahmad Khan. This strategic partnership represents a decisive national step toward unlocking the potential of Pakistan’s youth through inclusive, transformative, and sustainable opportunities that place young people at the center of national development.

The signing ceremony was attended by Dr. Muhammad Ali Malik Joint Secretary of PMYP, Ms. Seher Afsheen Country Representative of VSO Pakistan, and Ms. Sabiha Shaheen Executive Director of BARGAD, along with their respective teams.

Rooted in the Prime Minister’s Youth Programme’s 4E framework—Education, Employment, Engagement, and Environment—the partnership is designed to cultivate a new generation of empowered, skilled, and socially responsible youth. It seeks to strengthen youth leadership, expand pathways to employability and entrepreneurship, institutionalize volunteerism, and promote active citizenship as a cornerstone of Pakistan’s sustainable development agenda.

Under the Letter of Intent (LoI), the partners will jointly design and implement structured capacity-building and volunteerism programmes nationwide. A flagship initiative of this collaboration is the training and mobilization of 20,000 youth volunteers, equipping them with leadership skills and civic competencies to drive positive change in their communities. The partnership will further advance advocacy for youth-centered policies, establish dynamic platforms linking youth with skills, resources, and mentorship, and explore avenues for programme expansion and sustainable resource mobilization.

The collaboration places strong emphasis on coordinated implementation, robust outreach at provincial and district levels, transparent documentation and reporting, and unified visibility and branding—ensuring coherence, impact, and national reach across all activities.

This landmark partnership reflects a shared commitment to positioning Pakistan’s youth as leaders and changemakers, driving inclusive growth, strengthening social cohesion, and shaping the nation’s long-term future.
