APPROVAL OF THE DIGITAL NATION PAKISTAN BILL 2025: A MILESTONE TOWARDS PAKISTAN’S DIGITAL TRANSFORMATION

Both Houses have approved the Digital Nation Pakistan Bill 2025, presented by the Ministry of Information Technology and Telecommunication. This bill marks a significant step towards a digital revolution, fostering the digital transformation of the economy, governance, and society. Minister of State for Information Technology, Shaza Fatima Khawaja, stated: “The Digital Nation Act will help establish a digital economy and efficient, transparent governance. Through this Act, Pakistan Stack and Data Exchange Layers will be developed, simplifying citizens’ lives and enhancing ease of doing business in the country.” Key features of the bill include: • A transparent and efficient system will be created for the transformation of the economy, governance, and society. • Integration of governmental, social, and economic data through a digital identification system. • Citizens will have access to government services and documents on their mobile phones, eliminating the need to stand in queues. • Significant improvements in Ease of Doing Business for entrepreneurs and businesses. National Digital Commission has been established which will be led by Hon Prime Minister of Pakistan comprising all Chief Ministers, relevant Federal Ministers and departmental heads. NDC will give strategic vision and ensure federational alignment and implementation. Pakistan Digital Authority has also been enacted to create the Digital Nation Masterplan along with sectoral transformation plans. The Oversight Committee headed by the Minister of IT & Telecom and composed of key public and private sector members will have a day to day oversight and will be reporting to the NDC. Shaza Fatima Khawaja further added: “The Digital Nation Bill will enhance opportunities and facilities for the public and align Pakistan with the global digital revolution. Digitisation will allow for availability of data for informed decision making for the government and development of key sectors like AgriTech, FinTech, EdTech, HealthTech, thereby unlocking the true potential of Pakistan.”
