PR No.34 Message by the Adviser on Kashmir Affairs and Gilgit-Baltistan on Youm-e-Istehsal (5th August, 2023) Islamabad: August 04, 2023

August 05, 2019 was a sad day in the tragic history of Indian illegally occupied Jammu and Kashmir (IIOJK). That day, India treacherously abrogated its special status and bifurcated it into two so-called ‘Union Territories.’ The illegal measures in IIOJK since August 05, 2019 are worst of all the steps taken since India’s occupation of the large parts of Jammu and Kashmir in 1947. These measures are a clear manifestation of the Hindu supremacist forces’ animosity towards minorities, especially Muslims, and their deep-rooted desire for complete ‘Indianization’ of IIOJK. The prime Indian objective behind the deplorable actions of August 05, 2019 is to convert Kashmiri Muslims into a minority in their own land. India’s ruling dispensation has extended the jurisdiction of the dozens of central laws and domicile rules to IIOJK. Taking a leaf out of Israel's playbook, India has illegally granted more than four million domicile certificates to non-Kashmiris. The Indian attempts to change the demographic structure of IIOJK are in blatant violation of international law, including the Fourth Geneva Convention. India has also changed the delimitation of electoral constituencies in IIOJK and allowed registration of non-Kashmiri temporary residents in the electoral rolls to disfranchise Kashmiris and impose a pliant government in result of any future election. Instead of honoring its solemn commitments and UN Security Council resolutions, India has embarked upon a sinister campaign to subdue the valiant people of Jammu and Kashmir. Hindutva-inspired Indian government's treatment of Kashmiris has gone from bad to worse. Fake encounters, rape, cordon and search operations, arson, custodial killings and torture, enforced disappearance, and incarceration of senior Kashmiri leadership and political activists, are some of the heinous crimes that Indian occupying forces are perpetrating with impunity. Frequent internet blackouts are also being used as a weapon to muzzle the voice of Kashmiris and their leadership. Today, India is on top of the countries, where internet black outs are imposed. The situation in IIOJK calls for the immediate attention of the international community, especially international human rights organizations. The reports by the Office of UN High Commissioner for Human Rights, OIC-IPHRC, Human Rights Watch and Amnesty International have repeatedly exposed the human rights abuses in IIOJK. The international community must convince India to honor its commitments to the Kashmiri people, UN Security Council and Pakistan. Talking of the bonds of fraternity between the people of Pakistan and Kashmir, great Hurriyat leader, Late Syed Ali Shah Gilani had remarked, “Hum Pakistani hain aur Pakistan humara hai” (We are Pakistani and Pakistan is ours). So, on this Youm-e-Istehsal, we once gain pay homage to the valiant Kashmiri people, who have steadfastly resisted the Indian oppression for last seven decades. Notwithstanding Indian atrocities, their resolve to realize their right to self-determination, in accordance with the relevant UN Security Council resolutions, stands firm. We are committed to extend our all-out political, diplomatic and moral support to their just cause.
