The Senate Committee was welcomed by Senator Azam Nazeer Tarar, Federal Minister for Law and Justice, upon their arrival. The committee also made a tour of the library maintained by the ministry. The Senate body unanimously confirmed the minutes of last committee meeting held on 11th January,2023. Furthermore, the Committee deliberated on the matter relating to institutions/organizations created under the Resolution. Officials of Cabinet Division apprised the committee that not a single institution is currently working under the cabinet division which has been created through Resolution and the concerned matter falls under the domain of Establishment Division. The Chairman Committee inquired as to what is essential criteria for establishment of any institution under a Resolution and from where these institutions draw their powers. Officials of Establishment Division informed that these institutions establish as and when required by ministry for any concerned matter and they were empowered to make their own rules under the policy guideline of ministry. Senator Mian Raza Rabbani questioned as to how many institutions are currently existing which have been created under a Resolution and what is major difference between the institution created under a resolution and the one created through statue. In reply to that, Officials apprised that approximately 400 such institutions have been mentioned in Dr. Isharat Hussain report. The Chairman Committee directed the establishment division to provide the list of organizations created under a Resolution with the copy of latter. However, the matter regarding the Sub-Ordinate legislation of selected attached departments of Federal Education Ministry was deferred till the next meeting due to absence of officials. Moreover, the senate body was also briefed about the current status of two Sub-Committees of Senate Committee on Delegated Legislation. The Chairman Committee recommended the Chairman's of Sub-Committees to hold the committee meeting and conclude the pending matters at earliest. The meeting was attended by Senator Keshoo Bai,Senator Prof. Dr. Mehr Taj Roghani, Secretary for Ministry of Law and Justice Raja Naeem Akbar and other senior officers of Cabinet Division and Establishment Division were also in attendance. *****************
