Remarks by Mr. Aamir Khan, Deputy Permanent Representative of Pakistan to the UN at the 14 COSP Side Event “Access to Justice: For an Inclusive and Quality Police Service for Persons with Disabilities”

Mr. Moderator, I am pleased to participate in this important event organized on the sidelines of the COSP-14. Fulfillment of human rights and fundamental freedoms and achievement of the Sustainable Development Goals is intrinsically linked with the pledge of international community to leave no one behind. Almost 10% of the world’s population comprises of persons with disabilities. This underlines the imperative of adapting inclusive strategies for social, political and economic empowerment of everyone, without any discrimination, says a press release received here today from New York. While we appreciate efforts of the member states in implementing the Convention on the Rights of Persons with Disabilities, awareness, advocacy and capacity- building for inclusive quality police services for persons with disabilities is of paramount importance for building humane societies and communities and to fulfill the pledge to leave no one behind. Among the actions to be taken are: First, to impart to law enforcement agencies, including police, training regarding the rights and protection needs of persons with disabilities. An exclusive course should be included in all training programs of law enforcement agencies, including police. Second, disability responsive policing is required to combat abuse, harassment, incitement to hatred and discrimination against persons with disabilities living in different communities. Women and children with disabilities are particularly vulnerable. Specific strategies are required to protect their lives and to prevent sexual exploitation, abuse and violence against them. Third, in line with Convention on the Rights of Persons with Disabilities, “reasonable accommodations” may be provided by police to persons with disabilities to ensure their equal and unhindered access to justice, in accordance with Article 13. Fourth, law enforcement agencies, including the police, should be sensitized and trained to assist persons with disabilities in their independent living and community inclusion in accordance with Article 19 of Convention on the Rights of Persons with Disabilities by ensuring their right to privacy and social protection. Lastly, it is also our shared responsibility to create awareness, and provide adequate and appropriate training to police for assisting persons with disabilities in personal mobility at public places, including roads, markets, community centers, etc. Mr. Moderator, Our collective resolve to provide inclusive quality police services to persons with disabilities can make a significant difference in their lives and would contribute to the realization of their rights and protection needs. Disability sensitive and responsive policing can also serve as an important factor in overcoming attitudinal barriers faced by persons with disabilities in all settings. I thank you.
