PRESS STATEMENT OF HYDROCARBON DEVELOPMENT INSTITUTE OF PAKISTAN (HDIP) ON WATER CONTENT IN PETROL

This refers to media reports alleging an OMC for mixing water content into petrol at retails. A parameter for “Water Content” is not set in the Government’s notified Euro standard specifications for Petrol. Traces of water molecules (not harmful) may be present in Petrol; and condensation of water vapors from the air on the surface of petrol is possible in colder or humid weather. Water also does not react with petrol therefore does not change specification of petrol. It is pertinent to mention here that water is inorganic and immiscible with organic materials such as petrol. Water being heavier/denser than Petrol settles down in the storages and is easily detectable through simple tests and can also be easily separated. Therefore, Oil Marketing Companies cannot mix water with Petrol to form a homogenous mixture and then store it.
