GOVERNMENT IS FOCUSED ON ADVANCING TVET FOR YOUTH EMPOWERMENT AND NATIONAL DEVELOPMENT: USMAN DAR

Mr. Muhammad Usman Dar, Special Assistant to the Prime Minister on Youth Affairs chaired a consultative meeting to discuss project (PC-1) of National Vocational & Technical Training Commission (NAVTTC) for implementation of Prime Minister's Special Package under “Skills for All” strategy. All the provincial/regional stakeholders of TVET sector were taken on board to make collaborative and coordinated efforts for making this mega project more effective and meaningful for socio-economic empowerment of youth across Pakistan. Addressing the meeting, Mr. Usman Dar said, “This unique and ambitious program is aimed at skilling our most precious national asset i.e. youth by creating employment opportunities for their social and economic uplift and enabling them to play their pivotal role in the national development.” He added, “Unlike the past practices, our focus is on quality not just quantity.” He asserted, “A Technical Steering Committee will be constituted to review the progress of the project on quarterly basis, and the entire program will be made available on a digital platform to ensure merit and transparency.” Executive Director NAVTTC Dr. Nasir Khan told the participants, “This huge project is one of its kind, envisaging the reform agenda for TVET sector of Pakistan, and has been developed after extensive deliberations and feedback from key stakeholders across the country. We have incorporated all eight identified interventions as prescribed in the roadmap by the Task Force on Technical and Vocational Education.” Mr. Usman Dar thanked all the provincial/regional representatives for their valuable input and willingness to work jointly with the federal government for the betterment of country’s youth. key components of NAVTTC’s program to be completed in 2-year include: 1. Development and standardization of 200 technical and vocational qualifications. 2. International accreditation if 50 Pakistani TVET institute’s and initiation of Joint Degree Programs in TVET. 3. Extension of NAVTTC’s Job Portal with National Exchange Portal and refurbishing and connecting all existing job placement facilities across the country. 4. Establishing 15 smart Tech labs for virtual skill development programs distant learning programs in TVET sector. 5. Establishing 10 country-of-destination specific facilitation centers in 10 major manpower exporting cities across Pakistan. 6. Establishing 70 labs/workshops in Madrassah(s) to introduce skill development and TVET activities across Pakistan. 7. Skill development programs for 50,000 youth belonging to less developed areas of the country especially Balochistan, GB, AJK, and newly added districts of KP (ex-FATA), Southern Punjab and rural Sindh. 8. Skill development training of 50,000 youth in High-end technologies in reputed universities of Pakistan and TVET institutes. 9. Apprenticeship training of 20,000 youth in industry under Apprenticeship Act 2018 (formal and informal apprenticeship). 10. Recognition of Prior Learning (RPL) of 50,000 youth to certify informally acquired skills inside the country and abroad and training of 4000 assessors. 11. Establishment of National Skills Accreditation Council at Islamabad. 12. Accreditation of 2000 TVET institutes all across Pakistan. 13. Transfer of Technology through collaboration with technologically advanced countries for bringing TVET system in Pakistan at par with international standards. Master training of 500 TVET teachers and in-country training of 2000 TVET teachers. 14. Establishment of 50 incubation centers to promote self employment and entrepreneurship in skilled youth.
