PR No. 248 Mr. Jean-Francois Caution Ambassador of the European Union to the Islamic Republic of Pakistan called on Federal Minister for Human Rights Mr. Mumtaz Ahmed Tarar and Minister of State Barrister Usman Ibrahim. Islamabad, 27 October, 2017.

Mr. Mumtaz Ahmed Tarar said, “The government of Pakistan is committed to ensure Human Rights of all citizens as envisaged under the Constitution as well as international commitments by adopting all possible measures to ensure protection and promotion of rights”.

Mr. Jean Francois Caution asked about the progress of the government regarding Human Rights situations in the country, Action Plan for Human Rights, GSP+, death penalties and other legislative measures. He also asked about the EU project, “Promotion of Human Rights in Pakistan”.

Federal Minister Mr. Mumtaz Ahmed Tarar expressed that ministry has developed District human Rights Committees to monitor human rights situation, in the country. He further stated that the Action Plan for Human Rights, approved by the Prime Minister of Pakistan on 13th February, 2016, has been implemented and National Task Force (NTF) and Provincial Task Forces (PTFs) have also been established to monitor implementation of Action Plan for Human Rights. A project titled, Helpline “1099” for Legal Advice for poor victims of Human Rights Violations has been launched as well and four thousand complains per month have been received, said Mumtaz Ahmed Tarar. He also highlighted that the Ministry of Human Rights has initiated Public Awareness Campaign on Human Rights Education and Sensitization under Action Plan for Human Rights.

While the Minister of State pointed that the Government of Pakistan has ratified seven Core Human Rights Conventions; ICERD, CEDAW, CRC, ICESCR, ICCPR, CAT and CRPD, which shows strong commitment of the Government for promotion and protection of Human Rights in the country. He also mentioned the significant legislation for the protection of Human Rights in Pakistan. He told that recently our parliament have passed National Commission on the Rights of the Child Act, 2017 and Hindu Marriage Act, 2017, while the Ministry of Human rights has drafted ICT Child Protection and Welfare Bill, 2016, which has been passed by the National Assembly Standing Committed on Human Rights.

Federal Minister Mr. Mumtaz Ahmed Tarar stated that EU Project, “Promotion of Human Rights in Pakistan” is under consultation with different Ministries. He explained that two meetings have been held at the senior level in this regard, one chaired by Prime Minister on 17th October 2017 and other Chaired by Foreign Minister on 23rd October.
