PR No.284 “Signing Of Contract Between Ministry Of National Health Services, Regulation And Coordination With State Life On Prime Minister’s National Health Program (PMNHP) Islamabad

The Prime Minister of Pakistan is actively pursuing a vision of universal health coverage, social protection, and healthcare provision, with a special emphasis on the population living near and below the poverty line.

As part of this vision, the “NHSRC” has undertaken the Prime Minister’s National Health Insurance Program. The “NHSRC” has hired the service of an insurance company (State Life) for providing health insurance services to the under privilege segments of the society who are under $ 2/day (Pak Rs: 200 / day) and for all the potential population having Proxy Mean Test (PMT) score less than 32.5 of Benazir Income Support Program (BISP) of the identified districts

State Life was selected after selected competitive process as per PPRA rules and regulations by “Proposal Evaluation Committee” jointly chaired by Minister of State, National Health Services, Regulation and Coordination, Mrs. Saira Afzal Tarar and Minister of State / Chairman, Privatization Commission of Pakistan, Mr. Mohammad Zubair. Whole process of proposal evaluation was endorsed by program’s National Steering Committee and was conducted keeping in view the requirement / standards set forth by Public Procurement Regulator Authority (PPRA) of “Quality and Cost Based Selection” criteria .

Today Memorandum of Understanding (MoU) was signed between Federal Secretary National Health Services, Regulation and Coordination (NHSRC) and Chairperson of State Life of Pakistan Ms. Nargis Ghaloo. On this occasion Minister of State, National Health Services Mrs. Saira Afzal Tarar was also present. She said this scheme will bring drastic improvement in treatment and access to treatment of poorest and under privileged marginalized people of Pakistan.

Saira Afzal Tarar also informed that the districts included in this first phase of the program are Narowal, Khanewal, Sargodha, Rahim Yar Khan, Shikarpur, Badin, Shaheed Benazirabad, Sanghar, Mardan, Malakand, Kohat, Chitral, Quetta, Loralai, Lesbela, Kech, Muzaffarabad, Kotli, Diamer, Skardu, Bajaur Agency, Khyber Agency and ICT.

In the end she thanked all the participants for witnessing this important landmark in program and assured that ministry, under her supervision, will work day and night to ensure the success of this program in providing benefits to the people of Pakistan.
