Minister of State Engr Muhammad Baligh Ur Rehman visited the Federal Board of intermediate and Secondary Education today.

Minister of State visited the “One Window Operation” at FBISE, then inaugurated the laboratory followed by the interaction with the under training Principals of different institutes at FBISE. Later he inaugurated the “Web portal System” at FBISE. He was also briefed about the project of modernization of FBISE there.

Minister of State congratulated and commended the efforts of Chairman FBISE and his team for bringing in the changes in FBISE. He admired the system of one window operation and said that this is the only board which has introduced this system which is admirable. While visiting the “One Window Operation” at FBISE, he urged the employees over there to be polite, courteous and professional with the students and parents who would visit this facility at FBISE. He also inaugurated the laboratory and prayed that this board become a role model for all the boards in Pakistan. While interacting with the under training principals, he said that we honor our teachers, academicians, principals and scholars the most because they are the real builders of a civil society. Further he added that we should focus more on character building and critical thinking rather than imparting simple knowledge. He also addressed the queries and took comments of the principals in the end. After the inauguration of web portal system Minister of state said that all these efforts are made to improve and modernize the FBISE and make it a role model board for all the boards of the country. Further he added that a ranking system of boards will also be introduced very soon.

Chairman FBISE gave the presentation on the project of modernization of FBISE to minister, in which he told the minister about the objectives, progress, and future strategy about this project. He told that the basic purpose of this project is the Capacity building of various stakeholders (defining competencies/learning outcome for different course, training of teachers, paper setters, exam supervisory and assessment staff to design valid and reliable tests/levels of cognition, etc) to adapt for competency based examinations. Moreover monitoring, control and academic audit of affiliated institutions (using GIS mapping, IT based student’s feedback mechanism for continuous corrective measures, etc.) is also included in that. Complete automation of system using integrated approach for prompt and direct interaction with different stakeholders to render various services in effective and transparent manners for safe, secure and reliable pre-and-post examination processes. Review of functions/processes/rules of sister examination boards within country, interactive discussions through seminars and workshops for consistency/standardization.

Chairman FBISE also told the minister about the recent developments for example Reconstitution of academic committee and committees of courses as per proviso of Act and Regulations, Establishment of Quality Enhancement Cell for capacity building and structural reforms, Revisit of SLOs at micro levels (Physics, Chemistry, biology, Mathematics, English) for departure from rote learning to higher cognitive levels, Revisit of outmoded academic rules, Introduction of panel marking system (compulsory & science subjects). Furthermore Development of a set of four multiple objective papers, Reduction in number of sub-standard examination centers by grouping different subjects and Randomized Selection of practical examiners through computer application etc.

About the future plans Chairman FBISE said that they are working on Revamping of examination system, including trainings, test items’ bank development, online practice exercises, e-marking, development and publication of Examiners’ Reports etc. Establishment of purpose built examination centre coupled with central laboratories for fair and transparent evaluation in conducive environment and promotion of science culture at school level, Establishment of regional centers at provincial headquarters and development of international linkages with other examining bodies. Talking about the web portal Chairman said that they have introduced 7 portals including online bank Challan, online roll number slip, online applications for Rechecking of Papers and their Status, Duplicate Mark Sheet, Verification of Documents, Issuance of Migration Certificate, Correction in Roll Number Slips, Online Appointments with Principal Officers and Live Chat Room. They also plan to introduce Comprehensive integrated software connecting all sections/activities of FBISE and its affiliated institutions, GIS mapping of affiliated institutions and IT based student-parents’ feedback mechanism , Database for question items and E-marking, SMS Service (Interface for every Section), Mail tracking System (In & Out) and Payment with Credit Card in near future.

In the end Minister of state again commended the efforts of FBISE team and said we should always keep on improving ourselves and do every work with full dedication, devotion and with utmost integrity.
