While approving the proposal contained in para 4 of the summary, in principle, the Prime Minister has been pleased to desire that Capital Administration & Development Division shall ensure that the recruitment rules provide complete flexibility to the Government to induct either an outstanding civil servant of appropriate expertise or an educational professional from the open market who can lead the implementation of reform process on ground under overall guidance of the Minister and Advisor on Education in Capital Administration & Development Division who is being recruited separately.

The Prime Minister has further desired that recruitment rules shall be finalized within a period of thirty (30) days, in due consultations with all other stakeholders.
