Standing Committee on Communications met under the chairmanship of Mr. Sufan Yusuf, MNA in Islamabad today to discuss a Private Members Bill on “Establishment of Pakistan Private Courier Services Regulatory Authority” and implementation status of recommendations of the Committee made in its previous meetings. The Private Members Bill was moved by Ms. Belum Hasnain, MNA.

The Secretary M/o Communications presented the comparison between the Bill prepared by the Ministry and the Private Members bill on the subject. He said that all the points raised in the private members bill have been incorporated in the Government Bill. He said that establishment of a Regulatory Body was imperative to regulate the existing private courier companies and grant permissions for establishment of new companies conforming to the standards.

The Committee appreciated the efforts of the Ministry, however, directed for incorporating views/input of the representatives of the private courier companies operating in Pakistan. The Committee, therefore, constituted a three-member Sub-Committee under the convenership of Mr. Muhammad Muzamil Qureshi, MNA to discuss the proposed legislation with the stakeholder and present its recommendations within thirty days to the Committee.

The Committee while discussing the implementation status of its recommendations made in its meeting held on 14th May, 2015 and 2nd July, 2015, directed Pakistan Post Office Department to accelerate the process of verification of degrees and educational certificates of the employees of Pakistan Post. The Director General (Pakistan Post) informed the Committee that verification of degrees of officers had been completed whereas, verification of degrees of staff was in progress and the update will be presented before the committee in its next meeting.

While discussing its recommendation regarding vacation of encroached properties of Pakistan Post, the Committee expressed its displeasure on its pace and directed the Director General, Pakistan Post to actively pursue the court cases and get the properties retrieved from the encroachers. The Committee also directed Pakistan Post to prepare a standard operational procedure for conducting inquiries at departmental level into frauds committed by the employees of the Pakistan Post.

The meeting was attended by MNAs Ms. Shahjehan Muneer Mangrio, Engineer Usman Khan Tarakai, Ms. Naseema Hafeez Panezai, Sahibzada Tariq Ullah, Molana Qamar ud Din, Mr. Muhammad Muzamil Qureshi, Engineer Hamid-ul-Haq Khalil, Mr. Salim Rehman, Mr. Ramesh Lal, Mr. Nazir Ahmad Bughio, Sardar Jaffar Khan Leghari, Mr. Najaf Abass Sial, Dr. Darshan, Ms. Maiza Hameed, Secretary M/o Communications, Director General Pakistan Post and other senior officers of the concerned departments.
