He said that United Nations would pursue the Friends of Pakistan to mobilize their resources for setting up educational institutions in Pakistan to provide vocational training free of cost to the Children, in order to equip them with modern education along with religious education and observed that this would help creating attractiveness in seeking knowledge to enable them to get better opportunities for employment.

Investment in new generation necessary for converting Demographic Bulge into
Demographic Dividend: Shaukat Tareen
Islamabad; February 25, 2010

Minister for Finance and Planning, Mr. Shaukat Tareen has said that Pakistan’s success depends on how best the country can turn the Demographic Bulge into Demographic Dividend by investing in the new generation.

He was chairing a seminar organized by the Planning Commission on Demographic Transition here in Islamabad today.

Dr. Ishfaq Ahmad, Deputy Chairman of the Planning Commission welcomed the participants and highlighted the importance of the seminar. He stated that the seminar is timely and Planning Commission will ensure that the policy recommendations to be emerged are to be incorporated into the 10th Five Year Plan (2010-15) which is being formulated.

The seminar aimed at bringing to limelight the issue of demographic transition in which Pakistan is currently passing through since 1990s. During transition, dependency on working age population decreases. With increased size of workforce, higher savings and investment accrue that brings prosperity at household and national levels. Top policy makers, development partners and representatives of the civil society attended the seminar.

Key note address was delivered by Mr. Shaukat Tareen. Distinguished Prof. Gavin W. Jones from Singapore National University, Mr. David Martin, Country Director, British Council, Mr. Nazar Hussain Mahar, Secretary Youth Affairs and Dr. S.M. Younus Jafri, Advisor Economic Planning from Planning Commission presented their views on various aspects of demographic transition.

Finance Minister said our success depends on how best we can turn the demographic bulge into demographic dividend by investing in the new generation. He further stated that benefits of demographic transition will be reaped by ensuring that required level of social sector investment is made and through better institution and governance, higher investment would translate into development of human capital and productive absorption of youth in labor market. Expenditure on health and education alone will be enhanced from 2.5 per cent to 7 per cent of GDP by 2015. More resources will be committed for education in the rural areas as well as for generation of employment opportunities particularly for female population, he added.

Prof. Gavin Jones emphasized on learning lessons from the East Asian nations. These countries had successfully managed the demographic transition which had contributed more than one third to their “economic miracle”. He pointed out that as Pakistan’s entry into the “demographic dividend” phase has been significantly delayed, it should focus on two things. First ensure that human capital entering the working age in a large number contributes to higher productivity in the economy. Secondly, ensure that the job opportunities increase rapidly enough to absorb them in the productive employment. He also stressed upon the role of  supportive policies and institutions to maximize the benefits of a demographic dividend.

Mr. David Martin presented the findings of the British Council’s Report on “Pakistan: The Next Generation”. He pointed out that half of the Pakistani children go to primary schools but only one third to secondary schools. Pakistan with GDP per capita at $1,000 is just a middle income country. Youth is determined to play its part in building a brighter future. The next generation is emerging as a powerful force for change. The need is to harness its energy to overcome future challenges, he said.

Secretary Youth Affairs, Mr. Nazar Hussain Mahar pointed out that we have to reduce fertility by removing the obstacles to preventive measures and be on the trajectory for reaching replacement fertility in the near future. Primary and secondary school enrollment has to be enhanced by ensuring access and quality of education. To make the people employable, larger resources are to be committed and quality certification is to be introduced for vocational and technical education. This will also enhance employment opportunities for youth especially females for productive and decent employment.

Dr. Younus Jafri while concluding the seminar stated that demographic transition alone does not automatically result in reaping the benefit of demographic dividend. Appropriate policies, supporting institutions and right choices of resource allocation in favor of human resource and skills development are required to reap the benefit of demographic dividend.
