PR No. 219 The Prime Minister has directed the Ministry of Culture to send a two member technical delegation to make necessary arrangements for the transfer of confiscated antiquities of Pakistan Origin from Italy and United Kingdom. The Italian Police has confiscated 96 antiquities of Pakistani Origin and handed over to our Embassy at Rome, Italy. No. 220 The Federal Minister for Food & Agriculture, Nazar Muhammad Gondal has said that Pakistan is willing to cooperate and work with the brotherly country, Sudan in the agriculture related trade. He said that there is a huge potential and scope between the two countries to work closely for the promotion of trade and benefit from each other’s natural resources. “ Pakistan is ready to help and assist the brotherly country, Sudan in all the possible ways. We are an agriculture-based country and produce surplus and the best quality of rice in the world. There are a lot of ways where we can work together. There should be an exchange of delegations and experts from both public and private sectors to identify the potential areas for enhanced trade and cooperation”, added the minister. Mr. Gondal directed the ministry to speed up the work on a MoU to be signed in the near future with Sudan. He offered that Pakistan’s best quality of Basmati can be exported to Sudan. The Ambassador of the Republic of Sudan, Mohammed Omer Musa, called on the Federal Minister at his office at Islamabad. Sudan produces surplus sugar that is largely exported and its import into Pakistan also came under discussions. The honorable minister said that Pakistan is importing 1.5 millions of sugar this year and Sudan can be a good option for this purpose. Sudan imports from Pakistan include fertilizers, cement, sports goods, and etc. The minister also pressed for the increase of trade into Sudan from Pakistan’s side. H.E the ambassador of Sudan expressed an excuse for the postponement of the up coming Ministerial Meeting of the agriculture ministers of OIC on Food Security that was scheduled to be held from February 26, 2010 at Khartoum, Sudan. The reason for the postponement is the presidential elections in the country that are to be held in April this year. The areas for cooperation to be incorporated in the MoU include Pakistan Agriculture Research Council (PARC) provision of scientific and technical information, cooperation in Crop Sciences and Social Sciences Sector. Sudanese have also shown interest in purchasing agriculture machinery and equipments.
PR No. 221 The Government of Japan has extended a grant of Yen 53 million (US $ 0.588 million) for the “Improvement of water Supply System in Abbottabad” project. An agreement for the financing of this project was signed today by Secretary Economic Affairs Division (EAD), Mr. Sibtain Fazal Haleem and the Ambassador of Japan in Pakistan, Mr. Chihiro Atsumi, on behalf of their respective governments. The government of Japan will provide a total grant of Yen 3.887 billion (US$ 43 million) in two phases. For the first phase of the project, Yen 53 million (US$ 0.588 million) are being provided for detailed designing whereas the remaining amount will be provided in the next Japanese financial year for the implementation of project activities. The project is of great importance for the inhabitants of Abbottabad and those in its adjoining areas as it will supply drinking water to a population of 216,000 in Abbottabad city and its vicinity by 2015. The ultimate water demand of the service area in 2015 is estimated at 6.8 MGD which shall be met through the surface water gravity scheme and ground water pumping. The implementation period of the project is three years. The Official Development Assistance (ODA) from Japan is playing a critical role in the economic development of Pakistan. Japan is one of the largest development partners of Pakistan which provides about US $500 million annually under ODA covering multifarious aspects of socio-economic development in Pakistan. Last week, a Grant Agreement worth Yen 480 million (about US $5.3 million was signed for a pilot project of renewable/ solar energy in Pakistan. Speaking on the occasion Secretary EAD reiterated government of Pakistan’s firm commitment to consolidate, deepen and diversify relations in the areas of mutual interest with the Government of Japan. He said Pakistan values Japan’s assistance in the fields of education, health, energy, environment as well as disaster management. The Japanese economic cooperation, he added, has played immense role in the development of Pakistan’s socio-economic sector with focus on human uplift and poverty reduction. At the signing ceremony, the Japanese Ambassador said that the Government of Japan has put the great part of Japan’s Grant Aid to Pakistan in the improvement of water supply system and sanitation. He acknowledged the efforts by EAD, the government of NWFP, and the District Government Abbottabad in overcoming numerous difficulties in the process of the project formulation. The Ambassador emphasized the importance of the cooperation of the Pakistan side to implement the project that follows the Detailed Designing. He also said that this Project would not only help revitalize the local communities through improvement in their living conditions, but also contribute to social and economic development in Pakistan. The Ambassador hoped that it would further strengthen the existing good relationship between Pakistan and Japan. On this occasion the Chief Representative, Japan International Cooperation Agency (JICA), Mr. Tomoharu Otake mentioned the areas which would benefit from this project. These include Abbottabad (urban), Nawasher service unit (urban), Sheikul Bandi, Salhad, Mirpur, Jhangi in addition to ten villages of Abbottabad district. He said a total of 216,000 people would benefit from this project. He said “After the completion of this project the availability of drinking water will reach 12.60 cusecs with an increase of 7.66 cusecs to cover 100% of the projected population.” The Grant Agreement was signed by the Joint Secretary (ADB and Japan), EAD and Chief Representative of JICA.
PR No. 222 Ambassador of Republic of Tunisia in Pakistan, H.E Mr. Mourad Bourehla called on Federal Minister for Religious Affairs, Syed Hamid Saeed Kazmi here Wednesday They discussed matters pertaining to bilateral trade relations between the two Islamic Countries. Secretary, M/O Religious Affairs, Mr. Serwar Raza Qazalbash was also present on this occasion. The Minister informed the envoy that Pakistan has great potential in various sectors and offered cooperation for sending Pakistani experts to help Tunisian business communities in the sectors of textiles and Agriculture. The Minister was of the view that both countries could get benefits of exchanging expertise to further strengthening of economic relation between the two countries. He invited the envoy to visit southern Punjab & meet the Chambers of Commerce & Industries and local growers of cotton and Rice in order to mobilize them to export raw materials etc to Tunisia. This will help promote textile industry and Agro-economy of that country, he observed. The envoy thanked the Minister and invited Pakistani Scholars who have sufficient knowledge of Islamic Studies, having research papers on the subject for participating in the “ World Prize Competition on Islamic Studies” to be awarded by the President of Republic of Tunisia in the coming month of Ramadan. Elaborating the purpose of the competition, the Ambassador said “we have always called for dialogue among cultures and civilization and we are working continuously to promote the shining image of Islam in the world besides enhancement of interpretive thinking (Ijtehad) which calls for dialogue and openness, and rejects withdrawal and intolerance in the community”. The Minister lauded the efforts of Tunisian Government and assured him to call for applications of the eminent scholars through an advertisement to participate in the World Prize Competition on Islamic Studies”. Both the leaders condemned the current wave of terrorism and agreed upon for exploring collective efforts to fight the terrorism & to restore the soft image of Islam in the world.
PR No. 223 A meeting of the Sub-committee of the Federal Cabinet on re-instatement of sacked employees of Zari Taraqiati Bank Limited (ZTBL) was held under the chairmanship of Federal Minister for Labour & Manpower, Syed Khursheed Ahmed Shah here today. Vice President of ZTBL informed the committee that 60 out of 68 employees who were sacked during 1996-98 have been reinstated. The rest of 8 employees have not contacted the committee in this regard so far, these employees are being promoted and salaries are being paid to them as per instructions of the Sub-committee of Federal Cabinet. Senators Dr.Malik and Hassil Bezinjo from Balochistan informed the meeting that the people of Balochistan have not been given their due quota of jobs in ZTBL and Trading Corporation of Pakistan (TCP). While speaking at the meeting, Federal Minister for Labour & Manpower Syed Khursheed Ahmed Shah said that there should be no injustice with any province keeping in view the recruitment of people in federal government departments adding that people of Balochistan may be given their due share of Quota for jobs in various Ministries/Divisions and departments of federal government. Federal Minister for Kashmir Affairs, Mian Manzoor Ahmed Watto, Federal Minister for Housing & Works, Rehmatullah Kakar and Minister for Railways Ghulam Ahmed Balour attended the meeting as its members. PR No. 224 Ambassador of Islamic Republic of Iran Mash’allah Shakeri called on the Federal Minister for Industries and Production Mir Hazar Khan Bijarani here today in his office. Iranian Ambassador congratulated Mir Hazar Khan Bijarani for assuming charge as Federal Minister for Industries and Production. The Ambassador said that there was a vast scope of further growth of industrial sector between both countries. The ambassador told the Minister that D-8 Ministerial Conference consisting of Muslim Countries i.e. Iran, Pakistan, Turkey, Bangladesh, Nigeria, Malaysia, Indonesia, and Egypt, is going to be held in Tehran next month on 2nd of March, 2010. The Industries Ministers of member countries would attend this conference. The Minister said that Pakistan and Iran have very good industrial relations on government to government basis but we need to further promote it in our private sector. The Chambers of Commerce of both the countries can play a key role. The Chambers of both the countries should make more and more bilateral visits to build up strong and stable industrial relations. The governments of the both countries should facilitate to Chambers to the maximum as this step would go a long way for improving the industrial sector of both countries. Bilateral exchange of expertise, finance and investment in different industrial sectors can improve much more economy of both the countries.

No. 225 Federal Minister for Housing and works Rehmatullah Kakar has directed the Pakistan Housing Authority (PHA) to start construction of D and E Type flats in I -16 sector soon in order to accommodate shelterless people of the capital. He made these directions while presiding over a meeting to review the ongoing projects of Pakistan Housing Authority and FGEHF here today. The Minister said that Pakistan Housing Authority should also complete the process of acquiring land for the construction of housing units in Gilgit-Baltistan and AJK under Prime Minister’s Housing Programme so that the government could provide accommodation on ownership basis to the people of that area. The Minister said that Bara Kahu Housing project would be launched in March 2010 to accommodate maximum number of registered applicants by Federal Government Employees Housing Foundation. He said that in first phase 5,000 flats/houses/plots would be provided. The Minister said that work on construction of 8500 flats being built by M/s Maymar should be accelerated and directed the PHA to monitor the progress of the projects on daily basis so that the flats could be ready as soon as possible. Mr. Kakar expressed satisfaction over the pace of work on the housing projects under the Prime Minister’s Housing Programme being undertaken by the PHA and FGEHF. No. 226 Federal Minister for Inter Provincial Coordination (IPC), Pir Aftab Hussain Shah Jilani chaired a high level meeting regarding system of water distribution which was held here today. Federal Minister explained the role of Ministry of Inter Provincial Coordination and Inter Provincial Coordination Committee for developing consensus and creation of provincial harmony on issues of national importance. He said that IPC is a vital forum for resolving of all sensitive issues of provinces. Chairman IRSA Aman Gul Khattak, Member IRSA (Punjab) Shafqat Masood, Member IRSA (Sindh) Muhammad Khan Memon, Member IRSA (Federal) Bashir Ahmed Dahar and Member IRSA (Baluchistan) Mohammad Amin attended the meeting. Secretary IPC, Ahmed Mehmood Zahid, Senior Joint Secretary, Anwar Khan and other high officials of the ministry were also present during the meeting Chairman IRSA, Aman Gul Khattak gave a comprehensive briefing to the Federal Minister about the role of IRSA on water distribution among the provinces. He also highlighted the role of IRSA about water availability, distribution, excess, losses among the provinces, issuance of direction, monitoring evaluation and implementation of these directions according to the Water Accord 1991 as approved by provinces and CCI in February – March 1991. Members of IRSA from Federal and Provinces also briefed the Minister about the role of Technical Committee and Advisory Committee in the IRSA. It was agreed in the meeting that harmony should be maintained during the distribution of water among the provinces.

No. 227 President Asif Ali Zardari today announced far reaching plan for the upgradation and strengthening of paramilitary levies in tribal areas to further improve the force’ capability as an important component of the war machine against militancy, on one hand, and to enable it take over as frontline force for policing and security once the army troops are withdrawn from the area, on the other. The upgradation plan approved by the President envisages expansion, training, provision of weapons and equipment and creation of a regular service structure for the levies. Approving the plan a special meeting in the Presidency today the President observed, “The anti-militancy war is a huge national effort and calls for strengthening and upgrading all its components.” Minister for SAFRON Mr. Najm-ud-Din, Secretary SAFRON Mr. Muhammad Riffat Pasha, Secretary Finance Mr. Sulaiman Siddique, Secretary Establishment Mr. Muhammad Ismail Quraishi were present during the presentation beside Secretary General to the President Mr. Salman Faruqui, Secretary to the President Malik Asif Hayat, Spokesperson former Senator Farhatullah Babar and other senior officials. Spokesperson to the President former senator Farhatullah Babar said that over 491 million rupees have been provided as supplementary grant increasing the current years’ budget allocation by over three hundred percent. Another 1.5 billion will be spent on the force during the next two years to strengthen the levies, he said. Out of the increased allocation for this year, over 200 million will be spent on the creation of new posts in tribal areas and PATA in the province. Another 70 million will be spent on the upgradation of levies posts not only in FATA and PATA but also in Balochistan. The upgradation parameters approved by the President include improving pay scales, raising new levy units, training, provision of weapons, transport and communications and a proper service structure for the levy force, he said. Presently a Subedar Major of levies is in B.S. 9 and 11 which has been upgraded to B.S. 16. Subedars and Naib-Subedars have been upgraded from B.S. 7 and 5 to pay scales 13 and 11 respectively. Pay scales of other ranks from Sepoy to Lance-Naik, Naik and Havaldar have also been enhanced proportionately. The new pay scales will result in increase in the salary of a Levy Sepoy by over 1400 rupees and that of a Subedar Major by nearly 3500 rupees per month excluding allowances. There will be a separate directorate general of federal levies and a regular service structure for levies to provide incentives to its personnel. There are more than 17500 personnel in the levies force in tribal areas, PATA and Balochistan. The Minister for SAFRON Mr. Najm-ud-Din Khan informed the meeting that during the last four years, nearly one hundred Levies personnel had been martyred and over 40 injured in the war against terror. He said that the upgradation structure and training program had been approved by Shaheed Mohtarma Benazir Bhutto during her second term in office but no progress had been made thus far. It was in June last year that the present government issued directions to undertake the upgradation scheme as had been approved by Shaheed Mohtarma Benazir Bhutto. President Asif Ali Zardari during the meeting said that it was our national duty to honour those who were laying down their lives and making great sacrifices for the national cause. He also directed that awards should be bestowed upon those who had shown exemplary courage and offered sacrifices in the war against terror. The President expressed the hope that the new plan will enable the 17500 plus force to eventually take over as frontline security and policing force. He directed the SAFRON Minister Mr. Najm-ud-Din to keep him regularly posted about the progress in the implementation of the plan.

No. 228 On the invitation of Prime Minister Syed Yusuf Raza Gilani, the Chief Justice of Pakistan, Justice Iftikhar Muhammad Chaudhry met him at the PM’s House here this afternoon as part of the consultative process for the appointments in the Superior Judiciary which has to be participatory, and consensus oriented. As a consequence of the meeting, it was decided that in supersession of earlier notification, Mr. Justice Khawaja Muhammad Sharif shall remain the Chief Justice of Lahore High Court and three judges are being appointed in the Supreme Court of Pakistan: I. Mr. Justice Saqib Nisar II. Mr. Justice Asif Saeed Khosa III. Mr. Justice Khalil ur Rehman Ramday (Ad-hoc) The process for the elevation of judges in the Lahore High Court and the Sindh High Court have been finalized and the notification in this regard is being issued today after observing procedural requirements. The meeting took stock of institutional framework as enshrined in the Constitution and it was reiterated that the rule of law forms the basis for the functioning of all the state organs to ensure greater welfare of the people. It was agreed that in order to achieve this goal the process of consultation among the pillars of state should be constructive and meaningful. It was felt that judiciary would be further strengthened to provide cheep and immediate justice to the public at their doorsteps. The Prime Minister said that the government holds the Judiciary in high esteem and shall implement all the decisions of the Higher Judiciary in letters and spirit. The Chief Justice of Pakistan said that the judiciary would continue to play its role for upholding the Rule of Law and constitution to strengthen the democratic system for the greater glory of Pakistan.

No. 230 Social Sector Development is on top of government’s agenda this was stated by Begum Shahnaz Wazir Ali, Special Assistant to the Prime Minister on Social Sector while talking to a five member Australian delegation headed by Ms.Deborah Stokes here today. Begum Shahnaz Wazir Ali informed the delegation that present government attaches top priority to social sector development. She informed the delegation that Pakistan is facing chronic problems while tackling these issues but government is determined to improve the condition of social sector. While talking about the strategic relationship between Australia and Pakistan she stated that the people of Pakistan attaché great value to the friendship between the two countries. She appreciated the assistance and support extended by the Australian government in different sectors in Pakistan and particularly appreciated Australian assistance in trade and higher education sector. She stressed the need for provision of more scholarships for higher education for Pakistani students. Begum Shahnaz Wazir Ali discussed the different steps taken by the government to improve the standard of education and challenges faced by the government in this regard and stressed the need for long term investments in this sector. She apprised the delegation that primary and higher education is top of priority of the government. She also mentioned the Task Force on education and stated its objectives that it is a national initiative to support the implementation of the new National Education Policy and described the task force a renewed commitment by government of Pakistan to deliver on policy pledges. She informed the delegation that government is focusing on issues of better planning, higher standards, lack of human resource, monitoring, skills and training and involving the non-government sector to improve the standard of education in the country. She informed the delegation about all the efforts made by the present government to increase the participation of women in all sectors and mentioned that there is a significant increase in the number of women parliamentarians and cabinet members, She also said that we have a woman Speaker National Assembly. She also lauded the efforts of Mohtarma Benazir Bhutto to empower women in the society and concrete steps taken by her for improved status of women in the society. Begum Shahnaz Wazir Ali also told the delegation about Benazir Income Support Programe and legislation of bills on women rights. She expressed her satisfaction on increasing participation of woman in politics, business, civil service, education and other walks of life in the country. While discussing the state of health, she informed the delegation about the facilities and challenges faced by government. She informed the delegation about the programmes in primary health care, Polio vaccination and HIV AIDS being carried out by the government… Begum Shahnaz Wazir Ali told the delegation that presently Pakistan faces the issues like lack of funds, skilled human resource and managerial skills/training to improve the social sector and stressed the need for assistance and support and long term partnership from the international community in this regard.

No. 231 The Foreign Minister of Pakistan, Makhdoom Shah Mehmood Qureshi addressed the North Atlantic Council (NAC) of NATO, one of the most important forums in the organization, here today, says a press release received from Brussels here today. Addressing the Council, the Foreign Minister gave Pakistan’s perspective on the challenges faced by Pakistan and the security situation in the region. He emphasized that greater cooperation between Pakistan and NATO/ISAF is vital for success in war against terrorism. It is now time to follow a comprehensive strategy to bring about a change in Afghanistan as we share the same objectives of a stable, peaceful and prosperous Afghanistan. Pakistan has an enlightened self-interest in peace and stability in that country as it is essential to forge economic linkages that will not only bring development to the war torn region but will ensure peace and prosperity as well. The Foreign Minister also briefed the participants on Pakistan’s military operations in Swat and Malakand. These operations were launched with the support of the public and the political parties and have been a huge success, he informed. Within only three month of the launch of military operation, the writ of the government was restored, terrorists were eliminated. Most importantly the displaced people were not only looked after but rehabilitated and normal life was restored in Swat. Similarly the operation in South Waziristan has been completed in five weeks, he said. The Foreign Minister reiterated Pakistan’s firm commitment to fight militancy and terrorism. However, the successes achieved in Swat and Waziristan can only be sustained if we initiate development work, provide employment, restore business confidence help build their shops and houses destroyed by extremists. We have to rebuild school, colleges of boys and girls destroyed by terrorists. Rebuilding infrastructure in Swat alone would cost around $ 2 billion, he added. Pakistan has suffered massive losses due to extremism and terrorism. The cost of war on terror since 2004 has been estimated to be in the range of 40-50 billion dollars. In 2009 alone, nearly 5000 people lost their lives and more than 12000 were injured. More than 2000 security personnel lost their lives in the military operations. The indirect costs include drop in investment, inability to proceed with the development work, loss of production time and high cost of supporting displaced persons, flight of capital and closure of business activity. It is imperative that in areas cleared by the security forces, the developmental activities are launched immediately. For that Pakistan seeks help of the international community in the shape of greater market access for its exports and investment in the country. That will create more industries, more employment and less terrorism. Unemployed youth will not become an easy prey to the extremist predators, the Foreign Minister emphasised. While talking about relations with India, he said that India is an important neighbour with whom Pakistan would like to maintain peaceful and friendly relations based on sovereign equality and mutual respect. In our quest to have a stable, peaceful, prosperous South Asia, we were engaged in a peace process with India for the resolution of all our outstanding disputes including over Kashmir, Siachen and water. Good progress on instituting nuclear and conventional confidence building measures was made, he stressed. Trade between the two countries had increased from 300 million dollars in 2003 to 1.3 billions dollars in 2007. Both Pakistan and India were reaping the benefits of the peace process. Unfortunately the dialogue process was disrupted due to the Mumbai terrorist attacks which were condemned by Pakistan. Mumbai should have provided us an opportunity to fight the forces of extremists and terrorists instead the process got stalled. Pakistan too has suffered Mumbai type attacks on a regular basis. Those who carry out such attacks are enemies of both India and Pakistan. It is imperative to resume the dialogue process to address all our issues and resolve them in accordance with International legality, justice and fair play. Both countries need to give up the wooden headed approach that is being followed since the last 63 years, the foreign minister emphasised. Earlier the Foreign Minister held a meeting with Mr. Anders Fogh Rasmussen, Secretary General NATO. During the meeting, NATO Secretary General commended the current democratic government for its bold decision to fight terrorism in order to restore peace in the area. He said that the world appreciated the sacrifices made by the people and the Armed Forces of Pakistan in their resolve to root out militancy.

No. 232 Prime Minister Syed Yousuf Raza Gilani gave his approval for the two sites for construction of Benazir Monuments in Rawalpindi and Islamabad. He was chairing the meeting of Benazir Monument Committee. One of the monuments will be constructed at the death place of Benazir Bhutto in Rawalpindi. It will have Dewar-e-Awam and Bab-e-Benazir. Dewar-e-Awam will have inscriptions of sayings of Benazir Bhutto and the tributes of other dignitaries for her. The other site approved for the monument is located near Islamabad Highway opposite I-8 Sector. This will be a complex in the shape of building equipped with modern state of the art technology. All other facilities like parking areas, green plots, water tanks, tuck shops, artificial ponds, playgrounds and a library will be part of the monument complex. The sites will be an attraction not only for local inhabitants but also for the foreigners visiting Pakistan. The Prime Minister urged the Committee to rationalize the cost of the project and start the work without any further delay. No. 233 President Asif Ali Zardari has said that the year 2010 is the local bodies’ election year and asked the Pakistan Peoples Party workers to gear themselves for the forthcoming elections. This he said while addressing a meeting of the office bearers and party workers of the PPP of Rawalpindi division in the Presidency today. Those who attended the meeting included Tehsil Presidents of the Party, the MPAs and MNAs and party ticket holders of Rawalpindi division. Raja Pervaiz Ashraf, Minister for water and Power, Ms. Farzana Raja, Chairman BISP, Ms. Mahreen Anwar Raja, MOS for Parliamentary affairs Raja Riaz Ahmad and Ms. Fauzia Habib. The President advised the PPP workers to reach out to the people of their constituencies and worked diligently in resolving their issues. The President said that local bodies is a provincial subject but we aim at bringing all the provinces to a common approach. He added that the government was determined to pursue a larger agenda and would not be bogged down in petty political squabblings. He urged the workers not to let the propaganda deflect their focus and concentration from serving the poor and destitute of the society. “PPP has made great sacrifices for the democracy and would continue to pursue its struggle to strengthen democracy, state institutions and socio- economic uplift of the people of Pakistan” the President said. He said the Party had adopted policy of reconciliation as a conscious political decision for the sake of harmony and political stability so that the developmental agenda could be vigorously pursued. The President said that he will hold meetings more frequently with the party workers. The participants reposed unflinching confidence in the leadership of the PPP in running the affairs of the party and government and candidly expressed their opinions about host of issues including the current political situation in the country. They also spoke about the Party organizations and the forthcoming local bodies elections and raised issues relating to the development projects in their areas. The President assured that their concerns relating to the development projects would be forwarded to the government for early redressal.
