Foreign Minister Makhdoom Shah Mahmood Qureshi condemned the car bomb blast on University Road, Peshawar today, which resulted in the loss of precious lives. The Foreign Minister said that such reprehensible acts can never defeat our national resolve to fight out terrorism and militancy. He expressed sympathy with the members of the bereaved families and prayed for early recovery of those who sustained injuries in the attack, says a press release received here today from the Office of the Spokesman, Ministry of Foreign Affairs, here today.

NAEK, JAMALI CONDOLE HABIB-UR-REHMAN’S DEATH

The Chairman Senate, Mr. Farooq H. Naek and Deputy Chairman Senate, Mr. Jan Muhammad Khan Jamali have expressed their deep grief and sorrow over the sad demise of Senior Journalist and political analyst, Mr. Habib-ur-Rehman, who breathed his last in Rawalpindi Yesterday. They paid glowing tributes to the services rendered by late Habib-ur-Rehman especially in the field of journalism. They said that his contribution towards promoting healthy journalism in the country remained the hallmark of his literary career. He was a well-read person and his opinions were worth consideration, they added.   

The Chairman and Deputy Chairman Senate prayed for eternal salvation of the departed soul and grant of fortitude to the members of the bereaved family.

The Leader of the House in the Senate, Syed Nayyar Hussain Bokhari and Leader of the Opposition in the Senate, Mr. Wasim Sajjad have also offered their heartfelt condolences over the sad demise of Mr. Habib-ur-Rehman.

         Six members Pakistan Parliamentary Delegation led by Dr. Fehmida Mirza, Speaker National Assembly of Pakistan will be visiting France on the invitation of President National Assembly of France Mr. Bernard Accoyer from 7th to 11 December, 2009. The delegation includes MNAs, Mr. Akhunzada Chittan, Mr. Arif Aziz Sheikh, Mr. Nauman Langrial, Mr. Tayyab Hussain, and         Ms. Boshra Gohar.

          During the stay in France the delegation will call on the President of France     Mr. Medef, President of National Assembly of France Mr. Bernard Accoyer and  President of Senate, France Mr. Gerard Larcher. The delegation will also meet with the members of Foreign Affair Committee of the National Assembly of France and Pakistan-France Friendship Group in the National Assembly of France. Besides interaction with the French Media, the delegation will also meet with Pakistani Community in France.

          During the visit of Dr. Fehmida Mirza, Speaker NA to France the Deputy Speaker NA, Faisal Karim Kundi will act as Speaker National Assembly from 7th to 11th December, 2009.

A meeting of the Law & Justice Commission of Pakistan (LJCP) was held today at Lahore under the Chairmanship of Mr. Justice Iftikhar Muhammad Chaudhry, Chief Justice of Pakistan/Chairman, Law & Justice Commission of Pakisan and attended by Mr. Justice (Retd) Rana Bhagwandas, former Judge Supreme Court; Mr. Justice Khawaja Muhammad Sharif, Chief Justice, Lahore High Court; Mr. Justice Sarmad Jalal Osmany, Chief Justice, High Court of Sindh; Mr. Justice Qazi Faez Isa, Chief Justice, High Court of Balochistan; Mr. Justice Ejaz Afzal Khan, Chief Justice, Peshawar High Court; Mr. Justice (Retd) Riaz Kayani, Secretary, Ministry of Law & Justice; Mr. Justice (Retd) Amir-ul-Mulk Mengal, former Chief Justice, High Court of Balochistan; Ms. Anis Haroon, Chairperson, National Commission on Status of Women; Barrister Aitzaz Ahsan & Mr. M. Sardar Khan, Senior Advocates of Supreme Court and Dr. Faqir Hussain, Registrar, Supreme Court/Secretary, LJCP.

The Chief Justice of Pakistan/Chairman, LJCP welcomed the newly appointed members, namely, Mr. Justice Qazi Faez Isa, Chief Justice, High Court of Balochistan; Mr. Justice Ejaz Afzal Khan, Chief Justice, Peshawar High Court; Barrister Aitzaz Ahsan & Mr. M. Sardar Khan, Senior Advocates of Supreme Court; Ms. Anis Haroon, Chairperson, National Commission on Status of Women and stated that these members are highly qualified and experienced in legal profession and their participation and contribution in the reforming laws and making suggestions would be beneficial while discharging the functions by the Commission.

The Commission examined various laws and made recommendations thereto to bring these in accord with the changing times and emerging realities of society. The Commission examined Juvenile Justice System Ordinance, 2000 and proposed in addition thereto to ensure that the investigation of juvenile cases is carried out by senior and experienced police officers not below the rank of BPS-17. The Commission further added that such investigation should be carried out with the assistance of psychiatrist/psychologist or Medical Officer. The Commission further recommended the release of a child for good conduct during trial or on the conclusion of the trial on probation. The custody of child on probation should be given to the guardian or some other suitable person or some institution of the establishment of the welfare of the child. The Commission clarified that no female child shall be under the supervision of the male person during probation.

The Commission also approved the proposal that if the child is found guilty of the offence then rather sending him/her to prison, such child should be placed in a borate institution where they are facilitated for further education, health care and by placing them in such environment such children become useful member of the society.

The Commission took notice of the problem of married women who obtained the dissolution of marriage on the basis of hula or otherwise but fell victim of to legal complexity due to non intimation of dissolution decree to the Chairman of the Union Council. The Commission approved an amendment to the Family Court Rules to the fact that the plaint for dissolution of marriage should contained apart from other particulars, the name of Union Council where the marriage is registered or performed, so that the Court passing the decree send a copy of it to such Union Council without loss of time.

The Commission also took notice of the abuse/misuse of Section 489-F of the Pakistan Penal Code relating to punishment awarded to an accused person for bouncing of cheque. It, therefore, recommended addition of a provision to the said section before lodging an FIR on account of dishonoured cheque a written notice must be served on the drawer to pay the amount. If the drawer of the cheque failed to pay within the 10 days after receipt of notice, then an FIR can be lodged. The Commission also approved the other amendment in respect of this section by saying that the Sessions Judge will be authorized to call for bank record in respect of cheque which has been dishonoured.

The Commission also approved amendment in the Illegal Dispossession Act 2005 and allowed for right of appeal to High Court against the order of the Court of Sessions such appeal should be filed within 10 days from the order passed by the trial court. The Commission took notice of reported incidents of in humane practice of making an accused person Walk on Burning Coals/Fire with a view to prove his innocence. The Commission observed that such and similar other cruel and inhumane practices and customs should be strictly prohibited and therefore, recommended an amendment to the Pakistan Penal Code to the effect that the perpetrator of acts like making an accused to walk on burning coals or throwing in water or subjected other ordeal shall be made punishable with imprisonment up 3 years and fine.

A meeting of the Aghaz-e-Haqooq-e-Balochistan Implementation Committee was held under the Chairmanship of Prime Minister Syed Yusuf Raza Gilani here this afternoon to review progress on the implementation process. The Prime Minister reiterated that he will personally monitor all phases of implementation on Aghaz-e-Haqooq-e-Balochistan.

The meeting was attended by Chairman of the Parliamentary Committee on Balochistan, Senator Mian Raza Rabbani and its members including, Minister for Petroleum Syed Naveed Qamar, Minister for Parliamentary Affairs, Dr. Zaheeruddin Babar Awan, Minister for Water and Power, Raja Pervez Ashraf, Minister for Information and Broadcasting, Mr. Qamar Zaman Kaira, Minister for Interior, Mr. Rehman Malik, concerned Federal Secretaries and Chief Secretary of Balochistan.

The Prime Minister directed all the concerned Departments/Ministries/Divisions to expedite their work to finalize the proposals in this regard for final decisions and gave them a time-line of December 15, 2009. The Prime Minister said that immediate implementation on Aghaz-e-Haqooq-e-Balochistan is foremost priority before the government and all out efforts shall be made to ensure that its benefits should start reaching to the people of Balochistan.
