PRESIDENT INAUGURATES 51 MW GAS FIRED WALTER POWER
INTERNATIONAL’S RENTAL POWER PLANT AT NAUDERO ON
4TH APRIL, 2010

Islamabad, April 03, 2010

President Asif Ali Zardari is scheduled to inaugurate on 4th April, 2010 first gas fired rental power plant of 51MW at Naudero, District Larkana. The rental contract of Walter Power International’s said RPP was earlier signed on 4th June, 2009.

The plant is technically designed to operate on gas turbine generating units with 92% power availability factor. The plant has been assured 12mmcfd gas for five year through PEPCO’s Generation Company – II, and an SSGC gas transmission pipeline has been linked to the said RPP besides laying of 132 KV transmission line to connect the power so generated to national grid. ECC in its earlier meeting held on 21.08.2009 approved the said project followed by tariff approval from NEPRA within the prescribed period.

Walter Power International’s 51 MW Rental Power Plant Naudero - 1 has been completed at a cost of US $ 91.65 millions. This project shall not only give a boost to PEPCO’s power generation output, but shall also be a major source of economic development of the area, particularly in industrial and commercial sector. This plant soon shall be upgraded by addition of another 50 MW, which would help improve power shortage in sizeable areas of Sindh province. It is understood that energization of a total of 101MW of power soon shall lead to attaining another milestone towards the electric power sufficiency of the country – a goal which is on the high priority list of this government. The plant is to be run on natural gas and its construction has been completed over a record period of six months after completion of contract obligations by PEPCO.

The plant not only is capable to supply power for over 250 medium sized industries but also would ensure creation of over 100 jobs for technical, skilled and un-skilled personnel of the area.  What could satisfy the people of the area is that it would meet 2500 agri tubewell’s power need which are designed to irrigate 75000 acres of land that produces 1.2 million tones of wheat and rice besides ensuring stable power to over 1000 average sized villages in the area. It certainly would strengthen an industrial estate based power availability from this Plant which not only would create additional jobs but would help kickstart economic activity in the area that is presently underdeveloped and needs government’s special attention along with an attractive incentive package.

It is hoped that all Rental Power Plants in the country duly approved by the Cabinet and endorsed by Asian Development Banks audit report will finally achieve the same level of efficiency as IPPs and the Government may, as a policy, consider converting them into IPPs if they meet the efficiency, affordability and availability criteria. As per approved policy, these Rental Power Plants will be injecting additional power to PEPCO system and our national grid through overseas investment, while the government would continue to look forward to new investors to come and invest in the power sector.

The Quaid-i-Awam Shaheed Zulfikar Ali Bhutto awakened the people and led the collective national effort to give the country a unanimous Constitution that was federal, democratic and Parliamentary in character to keep the nation united. That constitution was distorted and mutilated by successive dictatorships. Today on the eve of his 31st martyrdom anniversary it is most reassuring that the nation is poised to restore to democratic Constitution by removing from it all vestiges of dictatorship.

The restoration of the Constitution is indeed a befitting tribute to the leader of masses who sacrificed his life for the people, democracy and the Constitution.

The steps taken to restore the Constitution reaffirm the political philosophy of Shaheed Zulfikar Ali Bhutto that the people alone are the legitimate fountainhead of political power. We pledge to continue our forward march to empower the people.

On this day while paying tributes to our Shaheed leader I also wish to thank all those who made possible the nation’s march to restore the democratic Constitution and empower the people and the Parliament.

Inculcating in the people the belief that political power belonged to them was a singular achievement of Shaheed Bhutto as no dictatorship since then has been able to rob the masses of the power of this realization.

Shaheed Zulfikar Ali Bhutto led the fight against dictatorship from the front and willingly laid down his life for the cause of the people to join the ranks of immortals. Leaders like him are born only once in generations.

It is indeed a lasting tribute to his memory that Bhutto and Bhuttoism still lives in the hearts and minds of the people. From his grave, Shaheed Bhutto haunts dictators. Reverberations of “Jeeay Bhutto” still send shivers in the enemies of democracy.     

Shaheed Zulfikar Ali Bhutto believed in dialogue and negotiations as the principal instruments to resolve most complex national and international political issues. He demonstrated it, at the national level, by giving the country a unanimous Constitution and, at the international level, by recovering the territory lost in the 1971 war, bringing back tens of thousands of prisoners of war and preventing trial of our military officers to protect the name and honor of the country.

The years of Shaheed Zulfikar Ali Bhutto will always be remembered as years that witnessed the nation filled with vitality and driven by a sense of purpose and shared destiny. He will be remembered as “Pakistan’s modernizer” who left deep footprints in the sands of history.

On this anniversary of Shaheed Bhutto, we celebrate the life he lived and the successes he achieved in making Pakistan strong and prosperous.

On this day I urge the Party workers to rededicate themselves to the ideals for which Shaheed Zulfikar Ali Bhutto lived and laid down his life in the cause of the people.

Today, we are solemnly observing the death anniversary of Quaid-e-Awam Shaheed Zulfiqar Ali Bhutto who dedicated his life and comforts for the rights and betterment of the common man.  While addressing a gathering in Karachi on January 2, 1974, he said “our cherished goal is the betterment of the lot of the common men.  Each step closer to that goal fills my heart with immeasurable pleasure, for the attainment of that goal has been the sole object of my life and all my work.”

Instead of compromising on his noble mission, Shaheed Z. A. Bhutto preferred martyrdom and live to his own words, “if sacrifices are for a good cause, for a cause of national unity, for a cause of national consolidation or happiness then they are not in vain.”

At a time when the entire nation was beset with gloom following the Fall of Dhaka in 1971, it was the towering personality of Z.A. Bhutto who came forward and stemmed the tide of defeatism. The promulgation of Constitution of 1973 with the full support and consensus of all strands of political opinion is an abiding tribute to the leadership and statesmanship of Shaheed Zulifqar Ali Bhutto. His policy of ‘bilateralism’ served to correct the imbalance in Pakistan’s foreign policy. His launching of Pakistan’s nuclear programme to offset the Indian strategic dominance has turned out to be a sole guardian of our territorial integrity.

The idea of political unity within the Muslim Umma was always close to his heart. His was the driving spirit behind extraordinary meeting of the Islamic Summit in Lahore in 1974.  So numerous are contributions of Shaheed Zulifqar Ali Bhutto that cannot be summed up in a few paragraphs. He sought to redefine the direction of Pakistan in accordance with the vision of Quaid-e-Azam Muhammad Ali Jinnah and Allama Iqbal.

Our PPP-led democratic government is guided by the lofty vision of Quaid-e-Azam and Quaid-e-Awam. In line with course charted by our leaders, this government has taken a number of steps which have the potential to reorient the direction of state policy in favour of the masses.   

The chief among them include politics of reconciliation, the successful 7th NFC Award, Gilgit-Balistan autonomy, political ownership of war on terror, Haqooq-e-Balochistan and empowerment of women to name a few. The determination for revival of original character of Constitution 1973 which would rectify imbalance in the system and strengthen parliamentary democracy in the country, is also part of one endevours.

I believe that the best way to pay tribute to Shaheed Zulifqar Ali Bhutto is to implement his vision and the present government is committed to translate his dream into reality.

Makhdoom Amin Fahim will participate in the Fateha Khwani, which will be holding on the mausoleum of Shaheed Bhutto in the afternoon today. Makhdoom Amin Fahim will also offer Fateha on the mausoleums of Shaheed Benazir Bhutto, Shaheed Murtaza Bhutto and Shah Nawaz Bhutto. Before leaving for Larkana, in his message, Makhdoom Amin Fahim paid rich tributes to Z. A. Bhutto for his services and sacrifices for the downtrodden masses of this country. He said Z.A Bhutto was a source of inspiration for millions of people. The credit goes to Z.A Bhutto for negotiating the release of prisoners of war, giving a democratic and unanimous constitution to the nation and making the country an atomic power, besides initiating projects like Karakuram high way and steel mills of Pakistan , he said. What we need today is to maintain masses’ trust through our deeds and by following footsteps of Shaheed Bhutto. He further stated that Z.A Bhutto was a great visionary statesman who established himself as one of the greatest leaders of the third world. In the evening, Makhdoom Amin Fahim will join Central Executive Committee (CEC) meeting of Pakistan Peoples Party at Naudero house.

Prime Minister Syed Yusuf Raza Gilani has appreciated the Federal Minister for Minority Affairs, Mr. Shahbaz Bhatti’s proposal for establishing Hot Line in his Ministry for the Minorities to immediately respond to the problems and issues concerning them. He added that he will personally visit the Ministry to inaugurate the Hot Line.

The Prime Minister was talking to Federal Minister for Minority, Mr. Shahbaz Bhatti who called on him at PM’s House here this afternoon.

The Prime Minister expressed satisfaction over the performance of Ministry and asked the Minister to personally monitor various projects for the welfare of Minority to ensure their timely and efficient completion. He said the government is determined to accomplish the vision of the Quaid-e-Azam regarding the role of Minority in the country. He added that the recommendations of the Parliamentary Committee on Constitutional Reforms has specially reviewed the clauses relating to Minorities and the addition of seats reserved for them in the Upper House of the Parliament is a very positive step in that direction.

The Prime Minister said the next agenda before the government with respect to minorities is to give them proper representation in policy making and implementation in order to empower them. He said that the Ministry should work for identifying areas for their uplift.

Mr. Shahbaz Bhatti briefed the Prime Minister on the working and performance of the Ministry. He thanked the Prime Minister for his personal efforts for the welfare of minorities in the country. He also appreciated the role of all the  political parties for the inclusion of reserved seats for the minorities in the Senate in the recommendations of the PCCR.

Child Immunization A Public Health Priority-Lashari

The Government was committed to achieving the Millennium Development Goals related to reduction of mother and child mortality in Pakistan and for this purpose immunization of children and mothers against fatal diseases is being strengthened and prioritized. This was stated by the Federal Secretary Health, Mr. Khushnood Akhtar Lashari while presiding over a National Review Meeting of the country child and mother immunization programme, the Expanded Programme on Immunization held here today at a local hotel. We need to make all out efforts to reach every eligible child and mother with immunization as this is the most efficient and cost-effective means of disease control he added addressing top level health managers, Director Generals and Special Secretaries of health from all provinces and AJK.  We need to take the routine immunization coverage of children to the optimal level and provide them protection against eight deadly diseases for which the Government is currently providing free services across Pakistan, Lashari added. It is indeed a matter of satisfaction that the country has now introduced across the board, the pentavalent vaccine as part of our child immunization regime. Inclusion of new antigens and reduction in the number of visits by the child would is likely to have a very positive impact on coverage and compliance by parents. Besides this will decrease the work load of our vaccinators and reduce adverse events that occur following immunization remarked the Federal Secretary Health.

Earlier, making a detailed presentation on the current status of routine immunization in Pakistan, the country head, Dr. Altaf Hussain Bosan said last month a special measles immunization campaign was launched in Sindh and Balochistan to counter the increasing number of measles cases in the two provinces. He said an immunization month was held recently throughout the country. Dr. Bosan informed that to highlight the significance of immunization and cover children and pregnant ladies who missed vaccination, a special immunization week is being held throughout the country from April 26, 2010. He urged all provinces to take active part in the immunization week showing sense of urgency and commitment.

On this occasion, the Annual Report of Expanded Programme on Immunization for the year 2009 was handed over to the Federal Secretary Health and representatives of all four provinces including Special Secretary Health Punjab and Special Secretary Health Sindh.

Federal DG Health, Prof. Rasheed Jooma, WHO Country Representative, Dr. Khalif Bile and Dr. Arshad Dar, Director Health Services Punjab also spoke on the occasion.

In order to ensure effective implementation/enforcement of building code of Pakistan -2007 in all parts of the country, the  Prime Minister and Ministry of Housing and Works had advised all the Provincial governments to create awareness of the urgency/importance of observing the guidelines/provisions of Pakistan Building Code 2007 among architects builders, insurance companies and general public and also prepare effective mechanism for its implementation enforcement in letter and spirit.

Leading Construction Companies and builders will exhibit their products/projects at the exhibition during the seminar at the same venue.

PM LAUDS DEPTH OF FEELINGS OF YOUNG STUDENTS TOWARDS NATIONAL ISSUES

Prime Minister Syed Yusuf Raza Gilani has expressed his appreciation of the depth of feelings and maturity of ideas of the young students towards sensitive issue of child labour. The sixteen students of class-III of a famous private school in Lahore in their letters had drawn the attention of the Prime Minister of the plight of children engaged in child labour in the country and expressed their emotions in this regard.

One of the students, Taha expressed his “shock”at the conditions working children are subjected to. In his letter, he conveyed that “The children working in the football industry in Sialkot are not living healthy lives. They are not getting any rights, they work non-stop, don’t wear good clothes and have no access to healthy food. According to UN Rights of the child, children have the right to education, to live with their parents, and to be protected from getting hurt”. He added that “these children don’t have hearters and ACs. They can’t live like us which is not fair because they are Children of Pakistan”. Lila Khan, another student was of the opinion that “these children don’t live with their families they get beaten up by strangers. They stitch soccer balls for fifteen hours without rest”. Ms. Kainat Malik expressed her concerns as “put your children in the factories”. What if your children were beaten. How would you feel. Think! Azim Ashsan Bashir expressed his feelings with following words:

“Please, oh, Please, change the law, or at least stop child labour. Other countries are watching us, and will not come to our country for business”.

The Prime Minister while responding to the children’s concerns who he termed as a “bright future for Pakistan” stated in his letter that the subject of child labour which he termed as a “social ill”, was close to his heart. The Prime Minister conveyed that the Government is taking the right steps to ensure that every child goes to school, which would go a long way in eradicating child labour from the society. The Prime Minister also stressed on the importance of social awareness as a means to stop child labour. He requested that the parents of the children should not employ children in the households. The Prime Minister expressed his pleasant surprise at the maturity of ideas and clarity of expression of the children and appreciated the role of the teachers.

At the invitation of Saudi Foreign Minister HRH Saud Al-Faisal, Foreign Minister Makhdoom Shah Mahmood Qureshi, paid an official visit to the Kingdom of Saudi Arabia, today, says a press release received from Consulate General of Pakistan, Jeddah, here today.

Both the Ministers were of the view that Pak-Saudi relations are much more than strategic, as the brotherly people of both the countries are bound in ties of history, religion and culture.

The Foreign Minister conveyed the greetings of the President and the Prime Minister to the Custodian of the two Holy Mosques, HM King Abdullah bin Abdul Aziz and HRH Prince Saud al-Faisal; and stressed the need of frequent high level exchanges.

The Saudi Foreign Minister briefed the Pakistani side on the recent visit of Indian Prime Minister to Saudi Arabia. He remarked that the Indo-Saudi bilateral relations could never be at the cost of Pak-Saudi relations. He also underlined that the recent exchanges in Indo-Saudi relations would also help Pakistan.

Both the Foreign Ministers exchanged views on the situation in Afghanistan. It was agreed that both brotherly nations would consult each other and move in tandem, on the matters pertaining to Afghanistan.

The Foreign Minister briefed his Saudi counterpart on the recent Pak-US strategic dialogue; and also apprised him of the developing political situation in Pakistan. Prince Saud Al-Faisal congratulated the Pakistani leadership and the Foreign Minister on the political achievements of the democratic Government; especially the introduction of Constitutional Reform package through consensus.

Both the Foreign Ministers took an overview of the whole gamut of Pak-Saudi bilateral relations. It was agreed that the meetings of Foreign Secretary level political consultations and the Joint Ministerial Commission would be given priority and would be held soon.

Both the Foreign Ministers also held a one-on-one meeting that lasted for half an hour.

HRH Prince Saud Al-Faisal happily accepted the invitation of the Foreign Minister to visit Pakistan. Both the Foreign Minister directed their staff to work on mutually convenient dates for the visit.

EAC TO PLAY VITAL ROLE IN DESIGNING AND IMPLEMENTING NATIONAL ECONOMIC POLICIES –HAFEEZ SHAIKH

Dr. Abdul Hafeez Shaikh, Adviser to Prime Minister on Finance, while chairing the meeting of Economic Advisory Council here today, has said that the recommendations of the Economic Advisory Council (EAC) would be given due significance in the formulation of country’s economic policies. Appreciating the role of EAC in providing valuable advice to the government, Dr. Hafeez Shaikh said that the forum consists of experienced persons from various fields of national economy whose opinion deserve due importance. He reaffirmed that the EAC would play a vital role in designing and implementing economic policies.

The EAC deliberated on the economy, fiscal operations and challenges to the economy. The members of EAC appreciated the government for appointing Dr. Hafeez Shaikh as Advisor to Prime Minister on Finance. They extended their full support to the Advisor for managing the economic challenges currently faced by the country. The members of EAC provided a deep insight on economic issues and suggested policy options to improve the economic scenario. They highlighted the need for prioritizing the development goals, strengthening the social safety nets and improving governance framework. They stressed the need to improve the resource envelop to ensure fiscal sustainability. The EAC showed concern on rising inflation, a higher fiscal deficit, pressure on money supply due to government borrowing and delays in external flows. Dr. Hafiz A. Pasha, the Convener of EAC, provided an overview of the functioning of EAC.

It was also decided that EAC would meet on a monthly basis and thematic sub-committees of EAC would be formed. Members of EAC stressed the need for monitoring implementation of reform and initiatives on a regular basis.

It may be noted that the EAC was constituted in May 2008, by the Prime Minister to provide independent advice to the government on the formulation of economic policies and reforms agenda. The EAC comprises the economic management team of the government, technocrats, economists and leading businessmen. The Advisor and the EAC acknowledged the valuable contribution made by Mr. Shaukat Tarin, former Finance Minister in managing the economy in difficult times.

On the auspicious occasion of Easter, I extend heartiest greetings to our Christian brethren.

Easter reminds us the message of Jesus Christ (May peace be upon him) who preached love, peace and compassion for humanity. He showed us the path of virtuous living and urged the people to turn to God for seeking Divine mercy. He preached human equality, fraternity and mercy. His universal message of love for the whole humanity still holds strength to ensure harmony and peace in today’s world.

Quaid-e-Azam Muhammad Ali Jinnah had, right from the first day of creation of Pakistan, unequivocally declared a policy of equality, freedom and security for all communities living in Pakistan irrespective of their religion, profession or ethnic origin. Our constitution enshrines Quid’s vision and safeguards the legitimate interests of minorities.

I take this opportunity to reiterate that the Pakistan Peoples Party government will fully safeguards the rights and privileges enjoyed by all minorities. It is part of our election manifesto. We will not tolerate any sort of discrimination against them. Being the equal citizens of one State, our Government will empower them to use their talent for national development. The celebration of Easter festival is living proof of religious freedom being availed and enjoyed by the community in Pakistan. Tolerance and understanding are the Hallmarks of our society.

On this happy day, I would like to take this opportunity to extend my appreciation to my Christian brethren for their service of the country. I am confident that they will continue to play their due role for peace, progress and prosperity of Pakistan with complete dedication and devotion.

I wish to congratulate whole Christian community inside and outside Pakistan a blessed Easter.

This day gives us the opportunity to act and think anew, both individually and together as a faith community.

On this occasion we must remember that Quaid-e-Azam Muhammad Ali Jinnah had presented the idea of democratic, enlightened and prosperous Pakistan and we are committed to work for promotion of social justice, human equality, national unity and religious tolerance and interfaith harmony.

It was vision of Quaid –i- Awam Zulfikar Ali Bhutto who founded Pakistan Peoples Party by saying ‘We will build a society in which the old values of greed and advancement will be replaced by a common concern for the welfare of the whole community.’

Moving ahead with these guiding principles in mind our government is taking all steps to ensure the constitutional rights of Minorities including Christian community and we are committed to resolve their problems with wisdom and courage.

Our Christian brothers and sisters are not only law-abiding but also loyal community and we are proud of their tremendous contributions to the advancement and development of the country.

On this auspicious occasion, I also wish to reiterate the commitment of the democratic government of the PPP to continue to fight along with our Christian brothers and sisters for the rights of all minorities and deprived people in the country.

At the end, I would like to say Easter is an occasion that reminds us to reaffirm our solidarity and to work hard for the interfaith harmony and for a prosperous Pakistan. Let us on this day dedicate ourselves to continue our journey along this road. (End)

Foreign Minister Shah Mehmood Qureshi addressed a large gathering of Pakistani community residing in Riyadh at the Pakistan Embassy complex today,says a press release received from Embassy of Pakistan, Riyadh, here today.

The Minister said that Overseas Pakistani Community played an important role in restoration of democracy and economic development of the country.

He said that their remittances were providing tremendous support to the country’s economy. He said that democratic institutions in Pakistan have grown strong, and reached maturity. He said the present government has in its credit of having independent judiciary, free media, announcement of NFC award and decentralization of power.

He said that the government was aware of the challenges confronting the country and is taking appropriate measures to overcome them. (End)
