BISP is all set to devise a poverty graduation model best suited to the Pakistani context that would result in maximum impact on the poverty statistics of the country. As Prime Minister Muhammad Nawaz Sharif is greatly interested in graduating BISP beneficiaries and making them self sufficient, so under his directions BISP is studying various graduation models in order to select the finest. This was stated by Minister of State and Chairperson BISP MNA Marvi Memon while speaking in a consultative meeting regarding Poverty graduation Models held at BISP headquarters.
The purpose of the meeting was knowledge sharing in order to chalk out blue print of a poverty exit strategy in consultation with provincial departments and agencies that have already given impressive results regarding poverty graduation. The seminar was attended by Rashid Bajwa CEO NRSP, Syed Tahir Raza Chief Operating Officer South Punjab Poverty Alleviation Programme, Sagheer Ahmed Project Director, Muhammad Dittal Kalhoro CEO Sindh Rural Support Programme, Imran Nazir Gender and Poverty Specialist, Secretary BISP Yasmeen Masood and BISP officials.
While presenting the highlights of South Punjab Poverty Alleviation Programme, Tahir Raza said that the objective of the programme is to graduate 80,000 poor households by enhancing their employment potential and increasing agriculture productivity through asset transfer, vocational/ entrepreneurship trainings, productivity enhancement initiatives, small scale community physical infrastructure (CPI) schemes and low cost housing for poor women. Under this programme the poor from Bahawalpur, Bahawalnagar, Muzzafargarh and Rajanpur are benefitting that have been identified from BISP database.
Muhammad Dittal Kalhoro CEO Sindh Rural Support Organization (SRSO) elaborated the salient features of the programme. He stated that the programme is actively delivering in 11 districts of Sindh through social mobilization that is done through Community Organizations, Village Organizations and Local Support Organizations. Interventions have been made by introducing demand driven projects that include Income Generating Grants (IGG), Community Investment Fund (CIF), Vocational Trainings, Community Physical Infrastructure (CPI), Health & Education, Micro Health Insurance and Micro Finance. The beneficiaries have been identified through Poverty Score Card and the poor having scores 0-11 [extremely poor], 12-18 [Chronically Poor], 19-23 [Transitory Poor] bands are entertained.
The participants of the meeting discussed the components of both the projects and particularly the intervention of Community Investment Fund in SRSO was discussed in detail. Chairperson and Secretary BISP appreciated both the projects and stated that BISP management and its team, after due consultation with the relevant stakeholders, will come up with a graduation model carrying the best ingredients of all the models.
