Meeting of the Standing Committee of the National Assembly on National Food Security and Research was held in Committee Room of the Ministry of National Food Security and Research on 9th August 2016 under the Chairmanship of Mr. Shakir Bashir Awan, MNA.

The meeting was also attended by Mr. Sikandar Hayat Khan Bosan, Federal Minister for National Food Security and Research. Rana Muhammad Hayat Khan, the Chairman of the Standing Committee of National Assembly on Cabinet Secretariat participated in the meeting on special invitation. The meeting had the senior officials of the ministry in attendance.

The Federal Minister for NFS&R, in his remarks highlighted the importance of the Plant Breeder’s Rights Bill, 2016 and underscored that this bill would actually complement the already passed Seed (Amendment) Act, 2015. It was pointed out that international investment would come to Pakistan once this bill is promulgated in the country and a legal instrument of protection to the breeders and their innovations is put in place in the form of PBR’s. The contribution of the chairman standing committee on Cabinet Secretariat, Rana Muhammad Hayat Khan was appreciated by the committee members as well as by the Federal Minister for National Food Security and Research. The Secretary, Ministry of National Food Security and Research, made a brief presentation on salient features of the Plant Breeder’s Rights Bill, 2016 with the proposal to approve the draft.

The committee considered the Plant Breeder’s Rights draft bill and approved the draft bill along with minor changes after thorough discussion on its various provisions. In his concluding remarks, the Chairman of the Standing Committee on National Food Security and Research appreciated the efforts of the Federal Minister for National Food Security and Research for proactive follow up of this legislation to turn around the agriculture sector of Pakistan through introduction of the modern crop varieties and innovations.
