PR No.227 “Signing Of Contract Between Ministry Of National Health Services, Regulation And Coordination And National Database And Registration Authority (NADRA) For The Development And Maintenance Of Prime Minister’s National Health Program (PMNHP) Central Management Information System (CMIS) Islamabad

In line with vision of Prime Minister universal health coverage “Prime Minister’s National Health Program” is striving to provide a cash less scheme for the poor people of Pakistan to access needed health care services in a planned manner. Through this scheme poor families will be provided with free of cost health cover to access secondary as well as priority disease treatment (only hospitalization) without any financial obligations. Program beneficiaries are poor families of Pakistan with daily income of $2 (Pak Rs. 200 per day) or less.

Minister for National Health Services Saira Afzal Tarar said, Prime Minister’s National Health Program (PMNHP) is in the process to be launched all across focused districts during first half of 2016. It is the key indicator of the program to collect and store enrolment, service provision, reimbursements, reporting, monitoring and auditing data as part of the program’s overall strategy. This system is also required to stop pilferage and misuese of the public sector exchequer and to take quick decisions based on real time information.

Today, a contract has been signed between Ministry of National Health Services, Regulation and Coordination (NHSRC) and NADRA for the development of “Central Management Information System” or “CMIS” of Prime Minister’s National Health Program (PMNHP). The contract has been signed by Secretary NHSRC, Mr. Mohammad Ayub Sheikh, and Chairman NADRA, Mr. Usman Mobin in the presence of Minister of State, Ms. Saira Afzal Tarrar.

Through this contract NADRA will develop a State-Of-The-Art management information system of PMNHP with real time integration on all important and salient features of the program. As per the contract NADRA will also develop a dashboard for the program through which decision makers can have access to real time information on all aspects of the program. NADRA through this contract will also develop IT infrastructure for the program and will maintain it for the period of 3 years. To fulfill its Corporate Social Responsibility, NADRA will develop CMIS of the program on cost-to-cost basis which is even verifiable through government audit.

On this occasion Minister of State briefed that this scheme is as per the vision of Honorable Prime Minister of Pakistan and will bring drastic improvement in treatment and access to treatment of poorest and under privileged marginalized people of Pakistan.

In the end she appreciated the efforts of Chairman NADRA and his team who have spent days developing his system for the program.
