PR No. 261 “Provincial laws shall be amended through Climate Change Council to integrate Climate Change in Environmental Impact Assessments” Zahid Hamid. Islamabad: April 28, 2017

A meeting was held at Ministry of Climate Change chaired by the Federal Minister for Climate Change Zahid Hamid. In the meeting Federal Minister was briefed about the progress on preparation of Climate Change Financing Framework.

“This Climate Change Financing Framework should include most updated figures to determine the expenditures “said by the Federal Minister. He further added that study about all provinces must be included in Climate Change Financing Framework. He also highlighted that provincial laws shall be amended through Climate Change Council to integrate Climate Change in Environmental Impact Assessments.

Federal Minister was briefed that Pakistan needs Climate Change Finance Framework for efficient and effective use of existing public investments in Climate Change. It is also needed to  have solid grounds through a mature public finance management to implement National Climate Change Policy and seek international finance

The main pillars of Climate Change Financing Framework include Budgetary and planning system, monitoring and accountability and oversight. It was also briefed that framework has been developed and shared by with the steering committee members and other stakeholders. The several rounds of consultations have been conducted. An annexure was added in climate change budget in brief 2016-2017.The-budget call circular 2016-17 was also updated to add climate change dimension. The implementation committee on national Climate Change Policy has approved incorporation of climate change in PC-1 on March 17,2017 and Ministry of Planning, Development and Reforms has agreed in principal on incorporation.

The Climate Change Financing Framework is a whole government framework prepared by Ministry of Climate Change and United Nations Development Program that recommends systemic changes across government functions for mainstreaming climate change in planning g and budgeting. It aims to help better manage and target domestic and international climate change finance.

The meeting was attended by the Secretary Ministry of Climate Change Syed Abu Ahmed Akif, Additional Secretary Afzal lateef, Director General Environment Irfan  Tariq, Deputy Secretary  Saleem Khatik, United Nation Development Program Country Director  Ignacio Artaza and UNDP Consultant Amman Ullah.
