Steps to be taken to arrest the decline standard of hockey: Najmuddin Khan

 Federal Minister for Sports and SAFRON has said that the Government will take every step to bring improvement and arrest the decline standard of the Hokey because Hockey is our popular and major game.

While shedding lights on the removal of Khalid Mehmood, Secretary, Hockey Federation, the Minister mentioned that the Ministry had taken this step in order to bring young blood like Mr. Asif Bajwa. He further stated that in all major games especially in Hockey, we are going towards downfall and our Hockey team is not in position even to secure place in sixth (6th) top teams of the world.

He went on to say that every body raising finger on the decline position of Hockey team and particularly in the parliament and it is imperative to bring changes in Hockey Federation because it could not delivered the desired result.

The Minister further said that we are monitoring the performance of other Federation and those which are not functioning properly and cannot give the desired result, we will take action under the law.

AND NIGERIA TO BOOST DEFENCE TIES

Pakistan and Nigeria have expressed the desire to further boost and expand bilateral cooperation in various fields for the mutual benefits of the two sides. This was agreed at meeting between Federal Minister for Defence, Ch. Ahmad Mukhtar, and the visiting Chief of Naval Staff, Nigerian Navy, Vice Admiral GTA Adekeye, who called on the Minister, here today. The meeting exchanged views on the existing level of defence cooperation and underscored the need for enhanced collaboration and closer interaction between the Navies of the two countries.

The Minister informed the visiting dignitary that Pakistan attached utmost significance to its ties with Nigeria and wanted to further promote cooperation with Nigeria in the areas of trade, economy and defence. The meeting agreed to increase cooperation in the area of training so as to benefit of each other’s experience. The Minister also highlighted the potential of defence industry of Pakistan.

Vice Admiral GTA Adekeye termed his visit to Pakistan very fruitful and expressed the hope that it would further cement bilateral cooperation between the two countries. He thanked the Minister for extending warm welcome and hospitality to him and members of his delegation.

TURKISH AMBASSADOR CALL ON DEPUTY SPEAKER  NATIONAL ASSEMBLY

The Deputy Speaker N.A Faisal Karim Kundi has said that Pakistan attaches great importance to its relations with Turkey and both the countries have unanimity of views on regional and global issues. He said this while talking to Ambassador of Turkey H.E Rauf Engin Soysal, who called on the Deputy Speaker in the Parliament House today.

The Deputy Speaker said that the two fraternal countries are tied in the eternal bonds of religion, history and culture that will further be cemented through enhanced interaction of the parliamentarians and economic cooperation.

The Deputy Speaker said that people of Pakistan and Turkey have exemplary feelings of respect and friendliness for each other, that can best be materialized in the form of enhanced economic co-operation between the two countries. Underlining the importance of inter parliamentary exchange of delegations, the Deputy Speaker said that greater exchange of parliamentary delegations was necessary because such exchanges will provide opportunities to exchange views and learn from the experiences of each other.        The Deputy Speaker also underlined the need for enhanced co-operation in the economic, educational and social sectors of the economies of the two countries.

The Deputy Speaker said that Muslim Ummah today was confronting challenges of unprecedented nature and to meet these challenges Muslim Countries will have to show unprecedented unity and cooperation.

The Ambassador of Turkey H.E Rauf Engin Soyasal, said that Pakistan has always supported Turkey on all international fora for which the Govt and the people of Turkey were grateful. He expressed his optimism that both the countries will enhance their support and cooperation with each other in the years to come. The Ambassador appreciated Pakistan role in countering terrorism and extremism and urge for active role of the Muslim scholars to remove the misperceptions of west about Islam.

The Deputy Speaker thanked the Ambassador for Turkey’s support to the new democratic Govt in Pakistan.

Ministry of Social Welfare and Special Education
launching many programmes on social welfare

Islamabad: June 17, 2008

In order to provide the welfare and skill development services to the masses, social welfare programmes have been designed on the basis of two pronged approach.

a.                                           Provide welfare services exclusively for disadvantaged and marginalized population primarily in ICT, FATA, FANA.

b.                                           Induce the gaps and voids left by other sectors of social development and provincial government.

 

The total number of social welfare projects is 56 which include 36 development schemes, 20 schemes are on current budget. The category wise projects details are as under:-

Social Services (Medical) Projects.

Social Services (Medical) projects are primarily established in the federal government hospitals with the objectives to facilitate deserving patients by arranging free medicines, blood, artificial limbs, pathological, clinical tests through Zakat, Baitul Mal and Patients Welfare Associations, provide counseling and guidance to patients having phycho social causes of illness and facilitate senior citizens through exclusive outdoor counters. The total number of such project of the Ministry is 20 with annual budget of Rs. 18.629 m. federally administered hospitals at Islamabad, Rawalpindi, Lahore, Karachi, Quetta and DHQ Hospitals in FATA, Northern Areas and Chitral.

Prime Minister approves to constitute a 9 member task force
to transform islamabad into pakistan
’s first knowledge city

Islamabad: June 17, 2008

The Prime Minister of Pakistan has approved to constitute a nine member task force with the purpose of transforming Islamabad into Pakistan’s first knowledge city of Pakistan. The task force will be chaired by the Federal Minister for Education whereas the Secretary Education, Secretary Planning, Secretary Information Technology, Secretary BOI, Chairman CDA, Chairman HEC, DG, Federal Directorate of Education and President, Islamabad Chamber of Commerce and Industry are the members of the task force.

The task force will give practicable suggestions to the government to make Islamabad Pakistan’s Fist Knowledge City. This task force will evaluate the models used internationally and will choose a model which is suitable for Islamabad. The task force will also develop an integrated vision and identify the various components of a knowledge city.

The task force will also assess the existing academic technology R & D industrial and support facilities available in Islamabad that can contribute to a knowledge city and will identify the deficient areas.

Overall political situation in the country, functioning of the coalition government at the Centre and Punjab and the law and order situation in Punjab are some of the issues that were discussed at a meeting between Prime Minister Syed Yousuf Raza Gilani and PML(N) President and Chief Minister Punjab, Mr. Shahbaz Sharif.

The meeting lasted over an hour at the State Guest House Lahore, where Mr. Shahbaz Sharif called on the Prime Minister.

This was the first meeting between the two leaders after Mr. Shahbaz Sharif became Chief Minister of the province.  The Prime Minister extended his warm felicitations to Mr. Shahbaz Sharif on his assumption of the charge of the Chief Minister.

The Prime Minister told Mr. Shahbaz Sharif that his election was a victory of democratic forces and vindication of the aspirations of the people of Punjab who have reposed their full trust in the leadership of Mr. Shahbaz Sharif. 

The Prime Minister also congratulated the Chief Minister on the presentation of Punjab budget in the Assembly which focuses on poverty alleviation and providing relief and welfare services. 

The Chief Minister informed the Prime Minister that the coalition government has taken of to a good start and is functioning smoothly.  He said that he has taken several measurers to bring about improvement in the law and order situation in the province and accelerate the pace of economic development with a view to bringing about the much needed improvement in the quality of life of people of Punjab.

He said that he has also set up price control committees at the district level in the province to control the prices of essential goods and ensure their smooth supply to the people.

The Prime Minister appreciated the various steps being taken by the Punjab Government and said Mr. Shahbaz Sharif will have the full backing and cooperation of the Federal Government.      

Later, Mr. Shahbaz Sharif accompanied the Prime Minister to the airport and saw him off for Islamabad

Federal Minister for Environment, Mr. Hameed Ullah Jan Afridi, while talking to the Regional Director Asia, IUCN, Ms. Aban Marker Kabraji, who called on him here said that Pakistan attaches great importance to its partnership with IUCN and wants to expand it for future sustainable development cooperation in the environmental sector. The Minister thanked the Regional Director, IUCN for including Pakistan in its Mangrove for Future (MFF) project which is meant to restore the coastal eco-system and to bring about multifarious benefits to millions of coastal population, threatened by tsunami like disasters.

The visiting IUCN mission apprised that presently the Ministry and IUCN are collaborating on the following issues:-

i)                     Technical Advisory Panel (TAP) on Climate Change with IUCN as its secretariat     

ii)                   Costal eco-system

iii)                  Mountain area eco-system

iv)                  GEF early action grant for protected areas.

 

Ms. Aban Marker Kabraji also apprised the Minister that IUCN Congress is scheduled to be held in Barcelona, Spain in October, 2008 which takes place once in every four year. She invited the Minister to lead the Pakistan delegation.

The Regional Director IUCN also emphasized that the technical advisory panel on climate change may develop clear strategy for adaptation and Mitigation of Climate Change in Pakistan be finalized as earlier as possible to proceed further in the matter. To carry out further research and studies on the Glacial Melt due to climate change effects and to make recommendations for policy interventions.

SOOMRO FOR INCREASING PAK-CANADA PARLIAMENTARY COOPERATION

The Canadian High Commissioner to Pakistan, Mr. David B. Collins called on the Chairman Senate, Mr. Mohammedmian Soomro at the Parliament House this afternoon and exchanged views with him on matters of mutual interest with particular reference to exploring ways and means for expanding and strengthening the Parliamentary linkages and interaction between the Parliamentarians of the two countries.

Talking to the High Commissioner, the Chairman underscored the need of greater interaction at the level of Parliamentarians to their mutual advantage as both sides can learn from each others experiences. He said that the February 18th elections brought about a sea change in Pakistan alongwith the media, which has emerged as a potent force to reckon with. The media, he said is helping people to evaluate the performance of the public representatives as well as respective governments truly in accordance with its assigned role in a democracy.

The Chairman also apprised the High Commissioner of the salient features of the on-going Budget session and said that the provisions of the national budget are being debated purely on merit in both the Houses. He hoped that Parliamentary debate would help improve and refine the suggestions for providing greater relief to the public.

Matters relating to the on-going war on terror also came under discussion. While reaffirming the country’s resolve to continue it efforts for combating terrorism, the Chairman called for an all embracing and holistic approach to achieve the objective taking into account the root causes of the menace like injustice and poverty.

The Canadian High Commissioner complimented the Chairman Senate on holding very fair and transparent elections in February this year in his capacity of Caretaker Prime Minister of the country, adding that a majority of Observers including those from Canada testified to their transparency and impartiality. The two sides also observed that finding and developing alternative sources of energy like wind, coal, sunlight etc. holds far greater importance today than it was ever before.

Standing Committee may be constituted to submit Council’s
recommendations to Parliament Dr. Muhammad Khalid Masud

A delegation of trainee judges, prosecutors and draftsmen in Shari’ah Academy, International Islamic University, Islamabad headed by Dr. Shehzad Sham visited Council of Islamic Ideology today i.e. June 17th, 2008. A round table discussion was organized under the Chairmanship of Dr. Muhammad Khalid Masud, Chairman, Council of Islamic Ideology. While welcoming the honourable guests, Dr. Muhammad Khalid Masud introduced the constitutional responsibilities and mission of the Council of Islamic Ideology and explained that the Council reviews the existing laws in the light of Qur’an and Sunnah. The Council has submitted its final report (1996) and it has reviewed all laws of Pakistan from 1836 to 2007. More than 73 reports have so far been presented to the Parliament. Council can also review existing laws under suo moto action. Some of its reports are available on its Web-site. The Council organizes workshops, seminars, lectures and round table discussions on important national issues. In order to exchange respective experiences of legislation in Islamic Countries, the Council exchanges delegations with the Muslim world. Besides, the Council has started issuing a journal entitled Ijtihad on quarterly basis which gives details of Ijtihad being carried out in the Muslim World.

Members of the delegation asked some important questions from Dr. Muhammad Khalid Masud with regard to Council’s constitutional responsibilities. Dr. Masud regretted that no report of the Council has so far came under discussion in Parliament. In a reply to a question Dr. Muhammad Khalid Masud said that the Council has demanded the constitution of a Parliamentary Committee for considering its recommendations. In this regard honourable Prime Minister, Syed Yousuf Raza Gilani has been recently requested in a meeting with Council’s delegation. In a reply to a question on terrorism and extremism, he said that the Council has consulted psychologists, lawyers and intellectuals and finally published a report on the subject. In this report recommendations on the said issue have been formulated. Pakistan was victim of terrorism before 9/11 in the form of extremism and sectarianism. Replying another question, he said that the image of Islam is being, distorted through Propaganda via international media. But the picture is not so bleak as a lot of people in the west have sympathy with Islam. In order to improve the situation the Muslims need to resort to self accountability and we should abstain from declaring each other ‘Kafir’. We need to forge harmony and unity in our ranks and only then we will be able to take other religions alongwith us in journey towards peace. Dr. Muhammad Khalid Masud further said that the Council is presently working on important subjects such as write-off of loans, Islamic Banking, Feudalism and Domestic Violence.

A number of applications are being received in the Ministry of Religious Affairs for fresh enlistment as Hajj Group Organizers and for allocation of Hajj Quota under the Hajj Group Organizers Scheme for Hajj-2008. The Ministry wishes to clarify that Hajj Policy for next Hajj has been finalized. The Ministry would invite applications for fresh enlistment if required only after finalization and announcement of the Hajj Policy.

This would be done through a Press advertisement in which conditions of eligibility for enlistment shall also be prescribed. All those interested are advised not to waste their time and money by sending applications to the Ministry prematurely at this stage. They should wait for announcement of the Hajj Policy.

The Pakistani delegation will be led by Mr. Masood Khalid, Additional Secretary (Asia & Pacific), Ministry of Foreign Affairs. The Indian delegation will be headed by Mr. Vivek Katju, Additional Secretary (Political & International Organizations), Ministry of External Affairs, India. The last meeting of the JATM was held in New Delhi on October 22, 2007.

The two sides will discuss various counter-terrorism measures exchange information to assist in investigations related to terrorist acts.

STATEMENT  BY THE OFFICE OF THE NATIONAL SECURITY ADVISOR TO THE PRIME MINISTER .

Islamabad: June 17, 2008

There have been a number of speculative views and comments made by some scholars in the US at a US Senate Committee hearing on Pak-US strategic relationship, on 12 June 2008. Unfortunately only selective views were reported in the media, which need clarification.          

The views of scholars which were highly appreciative of the measures taken by Pakistan to protect its nuclear assets were conveniently ignored by the media. For example a scholar commented that “Pakistan’s nuclear assets are its most closely guarded man-made objects” and the guardians of these assets are now “subject to improved personnel reliability screening procedures, and the security practices of sensitive sites have been upgraded with improved personnel reliability screening and upgraded security practices”. This scholar also said, “ I do not place much credence in scenarios that project a takeover of the Pakistan Government Or  Army leadership by Islamic extremists”.

However, the same scholar purely speculated about the possible negative effects, if future National Command Authority meetings were chaired by the Prime Minister and not the President. Although this comment is totally speculative, Pakistan wants to assure the world that the strength of our system is in the institution and not an individual. A sound foundation has been laid of the institution of the National Command Authority, which will function effectively irrespective of who chairs the meeting, the President or the Prime Minister. The National Command Authority has eleven permanent members and sufficient redundancy built into the system.

At the same Committee hearing another US scholar advised the US to consider a criteria based nuclear deal with Pakistan and the provision of support for Pakistan’s civilian nuclear programme; on the lines of the US India nuclear deal. This of course was also not reported.

Pakistan wants to assure the world that Pakistan is committed to the cause of non-proliferation and will continue to support global efforts in this area with full commitment. A.Q.Khan has no official position, he cannot nor can anyone else indulge in proliferation. Pakistan has put in place strict security measures and will continue to upgrade them with the evolving threat. In addition we have established strong export controls at par with international standards. Pakistan has and will continue to welcome “best practices” from nuclear states and relevant international agencies.

Prime Minister Syed Yousuf Raza Gilani has announced a special grant of Rs. 3 billion for Balochistan from his discretionary funds to help the province finalize preparation of its development budget

The Prime Minister said this while presiding over a high-level meeting to deliberate on the fiscal problems being faced by Balochistan.  The meeting was attended by the Chief Minister of Balochistan, Nawab Muhammad Aslam Raisani,  Deputy Chairman of the Senate, Mr. Jan Muhammad Jamali, Planning and Finance Minister of  Balochistan, MNAs and Senators from Balochistan. The Prime Minister was assisted by the Mr. Naveed Qamar, Federal Minister for Finance, Mr. Humayun Aziz Kurd, Minister for Population Welfare, Deputy Chairman of the Planning Commission, Mr. Salman Farooqui, Special Assistant to the Prime Minister Ms. Hina Rabbani Khar,  Federal Secretaries, Chief Secretary of Balochistan and senior officials of the Federal and Balochistan Government.

This grant is in addition to the Rs. 64 crore allocated by the Prime Minister last week for electrification of Noshki and Dalbandin, Rs.34 crores for supply of gas to Sohrab Rs. 36 crore for supply of gas to Noshki under the Peoples Works Programme.

The Prime Minister told the delegation that international assistance is being sought for new small dams in remote areas. Out of the five new dams proposed to be constructed in the country at a total cost of Rs. 250 billion four will be built in Baluchistan, he said.

The Chief Minister Balochistan gave an overview of the financial constraints facing Balochistan while the Finance Minister, Balochistan gave a comprehensive briefing on the economic problems facing the province.  The Chief Minister and the Finance Minister thanked the Prime Minister for chairing the first meeting of its kind in the history of the country to deliberate on problems of Balochistan.  

The Prime Minister formed a Committee headed by Mr. Farooq H. Naik Law Minister to look into the Baluchistan government’s demands pertaining to gas development surcharge and royalty rates and directed it to submit its report to him by tomorrow evening. Secretary Establishment, Secretary Petroleum, Secretary Finance and Principle Secretary to the Prime Minister are members of this Committee. 

The Prime Minister congratulated the Chief Minister Balochistan on presenting a realistic picture of the economic situation in Balochistan instead of painting rosy picture as was the practice in the past.  

The Prime Minister pointed out that as opposed to Rs.26 billion spent on Baluchistan last year, the federal government’s PSDP allocation has been increased to Rs. 42 billion.

Participating in the deliberations, the MNAs and Senators belonging to different parties gave their suggestions and proposals to tide over the financial problems facing Balochistan.

The Prime Minister said that the democratic government is convinced that no meaningful change in the life of the common man is possible without the grassroot level participation in the process of development.  The Prime Minister said that Balochistan is rich in resources and there is no reason why it cannot be brought at par with other parts of the country.

The Prime Minister said that the government attaches high priority to the development of Balochistan and would allocate all possible additional resources for the development of the infrastructure, provision of basic amenities of life including gas, electricity, healthcare, clean drinking water and education. He said that his government will ensure full participation of the people of Balochistan in the development process and in determining their own priorities.

The Prime Minister said the government is firmly committed to giving maximum provincial autonomy to the provinces in consultation with their elected representatives.  He said that he has already announced that the Concurrent List in the Constitution will be abolished. 

The Prime Minister said that his government will ensure strict implementation of the 6% quota in Federal job for Baluchistan. He said that instructions in this regard have already been issued. He said that 3806 jobs will be soon advertised to be filled from Balochistan. Qualifications required for these jobs can also be relaxed as a special case so that jobs are filled only by the youth of Balochistan, he added. He said five officers from Balochistan have been promoted to BPS-22 by his government which is unprecedented.

The Chief Minister and his delegation thanked the Prime Minister for the careful consideration of their problems and for the special grant for the province.

Earlier, the Chief Minister of Balochistan called on the Prime Minister and briefed him about the problems being faced by the province in finalizing its budget. The Prime Minister assured the Chief Minister that the PPP government is a symbol of federation and is committed to the development and uplift of the less developed areas of the country and resolving all problems through political means.

JAN JAMALI TO LEAD PAK DELEGATION TO
BEIJING MOOT

In response to the invitation extended by the Peoples Republic of China, the Deputy Chairman Senate, Mr. Jan Muhammad Khan Jamali will lead the 8 – member Pak delegation to the 5th Asia-Europe Parliamentary Partnership meeting being organized in Beijing from June 18 – 20, 2008. The delegation will include Senators Maulana Rahat Hussain, Syed Saleh Shah, Dr. Javaid Laghari, Mir Israrullah Zehri, Prof. Sajid Mir, Dr. Khalid Ranjha and Hafiz Abdul Malik.

The Deputy Chairman Senate was talking to the Chinese Ambassador to Pakistan, Mr. Lou Zhaohui, as the former paid a courtesy call on the latter at the Parliament House this evening. The Chairman, Senate Standing Committee on Foreign Affairs, Senator Mushahid Hussain Sayed and Senators Sajid Mir, Dr. Javaid Laghari, Rahat Hussain and Saleh Shah were also present on the occasion.

The Deputy Chairman said that Sino-Pak friendship is all weather and time-tested and it would go from strength to strength in years ahead. Over the years, he said, the two countries have always understood, trusted and supported each other through thick and thin. The Government and the people of Pakistan acknowledge the support and assistance it receives from the Government and people of China especially during trying circumstances. The cooperation between the two countries in various fields political as well as economic is also bound to be expanded further.

The Deputy Chairman also briefed the Ambassador on the current Budget Session of the Parliament. He said that Pakistan and other developing countries could benefit a lot from the Chinese expertise in developing coal-fired power plants. He wished the Chinese Government all success in holding the Olympic Games in Beijing in August this year.

The Chinese Ambassador said his country greatly valued its relations with Pakistan, which are a source of strength for both the countries. He said that China would continue to play its due role in the socio-economic development of the country. He observed that the Pakistani support and gesture of sending a medical mission to China to help the earthquake victims is very well received and it reflected the depth of relations between the two countries. He said that the Government and people of China anxiously look forward to receive the Pakistani delegation to the Parliamentary moot and the country’s participation in Beijing Olympics.
